RELATING TO THE SPAYING AND NEUTERING OF ANIMALS.

Establishes a spay and neuter special fund and allows funds from an income tax check-off to be deposited into the special fund.  Appropriates moneys.  Effective 7/1/2050.  (SD2)

RELATING TO VETERINARY MEDICINE.

Authorizes the board to grant temporary courtesy and relief permits for out-of-state veterinarians.  Permits licensed veterinarians to practice veterinarian telemedicine.  Allows for international veterinary school graduates to qualify for the licensure examination.  Effective 7/1/2024.  (SD1)

RELATING TO SUSTAINABLE AGRICULTURE.

Establishes a cover crop reimbursement pilot program to provide up to 75% cost reimbursement to farming operations in the State for the acquisition of cover crop seeds, green manure, or compost.  Requires the convening of a review panel to screen and rate applicants on the quality of their cover crop and green manure and composting practices.  Establishes a cover crop reimbursement pilot program manager position within the Department of Agriculture to administer the program.  Requires reports to the Legislature.  Appropriates moneys.  Effective 7/1/2050.  (SD1)

RELATING TO ECONOMIC DEVELOPMENT.

Amends the focus, scope, responsibilities, and powers of the Agribusiness Development Corporation.  Amends the definition of the term "agriculture" as the term relates to the Agribusiness Development Corporation.  Transfers the administrative attachment of the Agribusiness Development Corporation from the Department of Agriculture to the Department of Business, Economic Development, and Tourism.  Amends the requirements and responsibilities of the Board of Directors of the Agribusiness Development Corporation.  Amends the required contents of the Hawaii agribusiness plan.  Appropriates moneys.  Effective 7/1/2050.  (SD2)

RELATING TO TARO.

Establishes an exclusion from the state income tax for an unspecified portion of a person's income derived from the business of taro cultivation or production of taro products. Provides that the exclusion shall not apply if the department of agriculture determines that more than 30,000 acres of land is used for locally grown taro.  Effective 7/1/2050.  (SD2)

Status

RELATING TO HEMP.

Removes certain duplicative regulations imposed on hemp producers in the State.  Retains the requirement for hemp producers to report certain transports of hemp to the Hawaii Department of Agriculture for law enforcement purposes.  Allows hemp producers to sell biomass directly to consumers.  Requires that hemp produced in the State be labeled as Hawaii produced and that hemp produced outside the State be labeled with the appropriate origin.  Repeals 07/01/2027.  (SD1)

RELATING TO FOWL.

Establishes a 5-year pilot program within the Department of Health to eradicate feral chickens in the State.  Requires the Department of Agriculture to submit a special local need registration to the United States Environmental Protection Agency.  Makes an appropriation.  Repeals 6/30/2028.  (SD2)

Status

RELATING TO THE IMPORTANT AGRICULTURAL LAND QUALIFIED AGRICULTURAL COST TAX CREDIT.

Clarifies that a taxpayer may claim the important agricultural land qualified agricultural cost tax credit no earlier than the third taxable year after application for first-year certification of the credit.  Extends the time that the department of agriculture may certify the important agricultural land qualified agricultural costs tax credit from 12/31/2021 to 12/31/2030.  Applies to taxable years beginning after 12/31/2021.  Effective 7/1/2050.  (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
