RELATING TO TARO. Establishes an exemption from state income tax for the first $100,000 of income derived from taro, taro products, and land used to produce taro if the total amount of land used to cultivate taro in Hawaii does not exceed thirty thousand acres at any point in the year.

RELATING TO THE DISPOSITION OF WATER RIGHTS. Exempts the instream use of water for traditional and customary kalo cultivation practices from the existing process for disposition of water rights.

RELATING TO THE ENVIRONMENT. Permits composting and co-composting operations in agricultural districts. Appropriates funds to restore an environmental health specialist IV position to the solid and hazardous waste branch of the department of health.

RELATING TO IMPORTANT AGRICULTURAL LANDS. Repeals the provision for farm dwelling and farm employee housing on Important Agricultural Lands and adopts a new provision for farm cluster housing as an incentive for the designation of lands as Important Agricultural Lands pursuant to chapter 205, Hawaii Revised Statutes.

RELATING TO AGRICULTURAL LEASES. Updates certain state leasing statutes to maximize the benefit to the State of agricultural lands and to help the State achieve its economic and food production goals.

RELATING TO INVASIVE SPECIES. Establishes a separate fee and charge for the inspection, quarantine, and eradication of invasive species contained in air freight brought into the State, to be used for the program at the airports. Establishes a fund for the revenues to be deposited into. Appropriates funds.

RELATING TO SERVICE ANIMALS. Requires the department of agriculture to be responsible for all neighbor island inspection permit fees for service animals that are located in the State and are being transported for release at Kona, Kahului, or Lihue airports.

RELATING TO THE UNIVERSITY OF HAWAII. Appropriates funds to the University of Hawaii for the College of Tropical Agriculture and Human Resources to study diseases affecting the production of ornamental red ginger on Oahu and the neighbor islands.

RELATING TO INVASIVE SPECIES. Requires DLNR to conduct a point-in-time count of feral cats per island by 6/30/23. Requires the invasive species council to develop and implement a program to effectively reduce the feral cat population in the State by 12/31/25. Appropriates funds.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
