RELATING TO AGRICULTURAL BUILDINGS. Amends definitions relating to exemptions from building permits and building codes for agricultural building and structures. Requires certain agricultural buildings or structures exempt from building permits and building codes to be consistent with an approved agricultural farm plan for the property and to be made available by the owner or occupant for inspection by a county building official at any time. Prohibits certain agricultural buildings or structures from containing identified features.

RELATING TO AGRICULTURE. Appropriates funds to the University of Hawaii to establish a foreign agriculture small equipment pilot program. Requires a report to the Legislature.

RELATING TO THE UNIVERSITY OF HAWAII. Appropriates funds to the University of Hawaii to support three additional positions at the College of Tropical Agriculture and Human Resources Kauai Research and Extension Station.

RELATING TO THE UNIVERSITY OF HAWAII. Appropriates funds to the University of Hawaii for the College of Tropical Agriculture and Human Resources to establish one full-time agriculture education coordinator position.

RELATING TO COFFEE. Requires coffee blend labels to disclose geographic and regional origins and per cent by weight of the blended coffees. Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than a certain percentage of coffee by weight from that geographic origin, phased in to a minimum of 51% after 7/1/2024. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii. Appropriates moneys for the pesticide subsidy program.

RELATING TO COFFEE. Requires and appropriates funds to the department of agriculture to apply to register the term "Kona Coffee Blend" as a geographical indication or a similar intellectual property registration with the United States Patent and Trademark Office. Establishes a surcharge on the sale of certain coffee commodifies to reimburse the general funds appropriated. Requires a roasted coffee or instant coffee to contain at least fifteen per cent coffee by weight from a geographic origin to use that geographic origin in labeling or advertising.

RELATING TO SCHOOL FOOD PROGRAMS. Appropriates funds for school cafeteria upgrades and cafeteria staff training to improve the ability of the department of education's school food programs to serve students fresh, locally grown foods.

RELATING TO AGRICULTURAL PARK LEASES. Allows the department of agriculture to extend the lease of any lessee who holds a lease with a remaining term of fifteen years or less; provided that the land covered by the lease is twenty-five acres or less and located in a county with a population of less than five hundred thousand.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
