A BILL FOR AN ACT

 

 

RELATING TO HOMELESSNESS.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The purpose of this Act is to establish a statewide homelessness information system working group to assess the feasibility of establishing a statewide information system that collects and tracks real-time data related to homelessness in the State, including availability of services, shelters, and low-cost housing in various regions of the State, that could be utilized by various government agencies to provide efficient and effective assistance to individuals experiencing homelessness or at-risk individuals.

     SECTION 2.  (a)  There is established within the department of human services for administrative purposes only, the statewide homelessness information system working group.

     (b)  The working group shall consist of the following members:

     (1)  Director of human services or the director's designee;

     (2)  Governor's coordinator on homelessness or the coordinator's designee;

     (3)  One member representing Partners in Care;

     (4)  One member representing Bridging the Gap;

     (5)  One member representing the prosecutor's departments of each county;

     (6)  One member representing the police departments of each county;

     (7)  State public defender or the state public defender's designee;

     (8)  Director of public safety or the director's designee;

     (9)  Chair of the senate standing committee on:

          (A)  Government operations; or

          (B)  Human services, or

          the chair's designee;

    (10)  Chair of the house of representatives standing committee on:

          (A)  Government reform; or

          (B)  Health, Human Services, and Homelessness, or

          the chair's designee;

    (11)  State chief information officer or the chief information officer's designee; and

    (12)  State attorney general or the attorney general's designee.

     (c)  The working group shall assess the feasibility of establishing a statewide information system that collects and tracks real-time data related to homelessness in the State, including the availability of services, shelters, and low-cost housing in various regions of the State, that could be utilized by various government agencies to provide efficient and effective assistance to individuals experiencing homelessness or at-risk individuals.

     (d)  The working group shall submit a report of its findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2023.  The report shall include an assessment of:

     (1)  The forms of statewide homelessness information systems that collect, track, and share data in compliance with federal and state laws and regulations pertaining to the protection of personal information, including the federal Privacy Act of 1974, and the system most suitable for implementation in Hawaii;

     (2)  The financial feasibility, including a cost-benefit analysis, of establishing and maintaining the statewide homelessness information system; and

     (3)  Whether funding for the operation of the statewide homelessness information system should be included in the base budget of the department of human services.

     SECTION 3.  This Act shall take effect on December 31, 2050.
