A BILL FOR AN ACT

 

 

RELATING TO CLIMATE CHANGE MITIGATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The purpose of this Act is to require all state building construction projects and state highway projects to use building and construction materials that seek to reduce their carbon footprint, where feasible and cost effective.

     SECTION 2.  Chapter 107, Hawaii Revised Statutes, is amended by adding a new section to part II to be appropriately designated and to read as follows:

     "§107-    Building and construction materials; carbon footprint reduction.  Each state building construction project shall use building and construction materials that seek to reduce the carbon footprint of the building, where feasible and cost effective."

     SECTION 3.  Chapter 264, Hawaii Revised Statutes, is amended by adding a new section to part I to be appropriately designated and to read as follows:

     "§264-    State highway projects; carbon footprint reduction.  Each state highway project shall use building and construction materials that seek to reduce the carbon footprint of the project, where feasible and cost effective."

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect on July 30, 2075.
