A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Thirty-seventh REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $83,785,500 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2022-2023 for the purpose of capital improvement projects for the thirty-seventh representative district, as follows:
1. Kanoelani elementary school
Plans and construction for construction of portable classroom.
Plans $300,000
Construction $1,100,000
Total funding $1,400,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Kaneolani elementary school
Construction and equipment for school playground.
Construction $150,000
Equipment $150,000
Total funding $300,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Kipapa elementary school
Design and construction for air conditioning campus classrooms and portables.
Design $600,000
Construction $1,400,000
Total funding $2,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Kipapa elementary school
Design and construction for air conditioning cafeteria.
Design $150,000
Construction $350,000
Total funding $500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Kipapa elementary school
Design and construction for a covered play court.

Design and construction for repair and resurface of bus lane and access road.

Design and construction for repair and resurface of outdoor play court.

8. Mililani Uka elementary school
Construction and equipment for erosion improvements.

9. Mililani Uka elementary school
Construction and equipment for sidewalk improvement to be ADA compliant.

The sum appropriated for this capital improvement project shall be expended by the department of education.
10. Mililani Uka elementary school
Construction and equipment for automatic sliding entrance door.
Construction $25,000

The sum appropriated for this capital improvement project shall be expended by the department of education.
11. Mililani Waena elementary school
Design, construction, and equipment for cafeteria expansion, including a cooling system, construction of outdoor dining area, additional serving kitchen, renovation of existing serving kitchen and conference room.

The sum appropriated for this capital improvement project shall be expended by the department of education.
12. Mililani Waena elementary school
Plans and construction for expansion of administration building.

The sum appropriated for this capital improvement project shall be expended by the department of education.
13. Pearl City high school
Design, construction, and equipment for replacement of auditorium dimmer system.

The sum appropriated for this capital improvement project shall be expended by the department of education.
14. Pearl City high school
Design and construction for resurfacing of tennis courts.

Plans, design, construction, and equipment for renovation of F-building for academies, including a medical space to assist students with certifications.

Design, construction, and equipment for covered playcourt near gymnasium.

17. Waikele elementary school
Design and construction for campus lighting.

Design and construction for the innovate learning center.

19. Waipahu high school
Construction for replacing broken gym bleachers.

20. Waipahu high school
Construction for resurfacing multi-purpose athletic court improvement and safety.

The sum appropriated for this capital improvement project shall be expended by the department of education.
21. Waipahu high school
Design and construction for campus re-keying of all locks on exterior doors throughout campus.

The sum appropriated for this capital improvement project shall be expended by the department of education.
22. Waipahu high school
Construction for phase 2 of school-wide exterior painting.
Construction $600,000
Total funding $600,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
23. Waipahu intermediate school
Design and construction for additional design and construction funds to complete DREAMS building.
Design $504,000
Construction $35,496,000
Total funding $36,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2022.
