RELATING TO CONSTITUTIONAL AMENDMENTS. Requires the language and meaning of any proposed constitutional amendment and ratification question to be simple, concise, and direct to the extent practicable. Allows the presiding officers of the legislature to request a written opinion of the supreme court regarding the legality of a proposed constitutional amendment and ratification question. RELATING TO UNDERGROUND STORAGE TANKS. Beginning 7/1/2022, prohibits issuance of permits for future large capacity underground storage tank systems mauka of the underground injection control line. Beginning 1/1/2023, prohibits operation of, and renewal of permits for, large capacity underground storage tank systems located mauka of the underground injection control line. Effective 7/1/2060. RELATING TO THE EMERGENCY MANAGEMENT ASSISTANCE COMPACT. Reincorporates the Emergency Management Assistance Compact under a new chapter. Repeals the existing Emergency Management Assistance Compact chapter. Effective 7/1/2050. (HD2)

RELATING TO TRANSPORTATION. Requires the director of transportation to adopt rules to require tour aircraft operations to report details of each flight taken by the tour aircraft operation on a monthly basis. Effective 1/1/2050. (HD2)

RELATING TO INFORMATION TECHNOLOGY SERVICES. Establishes a technology services consolidation working group to develop a plan for the phased consolidation of all state executive branch information technology services, where determined practicable and feasible by the working group, and staff within five years, excluding those of the department of education, Hawaii health systems corporation, University of Hawaii, and office of Hawaiian affairs, under the office of enterprise technology services. Requires the working group to recommend ways to attract high-quality information technology professionals to the State and report to the legislature by the 2023 regular session. Dissolves the working group on 6/30/2023. Effective 7/1/2050. (HD2)
