RELATING TO CESSPOOL CONVERSION. Removes the limitation on specific types of wastewater systems to which cesspools must be upgraded or converted, and instead requires a cesspool be upgraded or converted to a wastewater system approved by the Department of Health, prior to 1/1/2050. Requires that cesspools within 500 feet of certain bodies of water be upgraded, converted, or connected if they are sold or transferred on or after 1/1/2024. (SD2)

RELATING TO NOISE CONTROL. Enhances the control of low-frequency noise emitted from establishments regulated by county liquor commissions by setting a maximum permissible noise level in dBC measurements. Clarifies that emission of noise that exceeds the maximum permissible noise level constitutes a noise violation. Allows noise violations to be enforced by summons or citation issued by law enforcement officers. Allows county liquor commissions to adopt rules to issue fines for noise violation. Allows county liquor commissions to revoke or suspend a liquor license; deny the application, renewal, or transfer of a license; or withhold issuance of a license when the licensee or applicant fails to take corrective action to address noise complaints or violations. RELATING TO THE USE OF SIRENS BY EMERGENCY VEHICLES. Allows emergency response vehicles to not use sirens if the siren is not reasonably necessary under the circumstances.

RELATING TO FOWL. Establishes a 5-year pilot program within the Department of Health to eradicate feral chickens in the State. Requires the Department of Agriculture to submit a special local need registration to the United States Environmental Protection Agency. Makes an appropriation. Repeals 6/30/2028. (SD2)

RELATING TO THE DEPARTMENT OF TRANSPORTATION. Requires the Department of Transportation to plan for a certain amount of sea level rise in all future or amended transportation projects. Requires all Department of Transportation projects to conform to certain carbon concrete standards except in certain circumstances. Effective 7/1/2050. (SD2)

RELATING TO CHILD CUSTODY. Requires certain individuals attempting to serve as child custody evaluators to complete a training course on domestic violence issues every three years. Requires that the training course be one that is developed and facilitated by the Hawaii State Coalition Against Domestic Violence. Requires individuals to submit a letter or certificate of completion to the Family Court. Effective 7/30/2075. (SD2)

RELATING TO THE WAHIAWA IRRIGATION SYSTEM. Requires the Office of the Governor to negotiate the State's fee simple acquisition of the Wahiawa Irrigation System on the island of Oahu. Authorizes and appropriates moneys for the Department of Agriculture, Agribusiness Development Corporation, and Department of Land and Natural Resources to purchase, repair, and maintain the Wahiawa Irrigation System and an associated spillway. Effective 7/1/2050. (SD2)

RELATING TO ENERGY. Establishes the number of miles from the shore of a main Hawaiian island where offshore wind turbines may be sited. Takes effect 7/30/2075. (SD2)

RELATING TO THE DIVISION OF CONSERVATION AND RESOURCES ENFORCEMENT. Appropriates moneys to the Division of Conservation and Resources Enforcement of the Department of Land and Natural Resources for purchasing equipment, funding training, and establishing 20.0 FTE positions. Takes effect 7/1/2050. (SD1)

RELATING TO ABANDONED WELLS. Establishes an income tax credit for taxpayers who are required to seal abandoned wells on their real property. Clarifies the definition of the term "abandoned well". Requires sellers of real property to disclose the existence of wells on the property. Requires an owner or prior owner of an abandoned well to seal the well at the owner's or prior owner's expense. Appropriates funds for three full-time equivalent (3.0 FTE) positions under the Commission on Water Resource Management. Effective 7/1/2050. (SD2)

RELATING TO THE CONSERVATION AND RESOURCES ENFORCEMENT PROGRAM. Requires the Department of Land and Natural Resources to pursue and obtain accreditation for the Conservation and Resources Enforcement Program from the Commission on Accreditation for Law Enforcement Agencies, Inc. RELATING TO SUSTAINABILITY. Requires the Department of Land and Natural Resources to recognize that game mammals and game birds, managed in appropriate areas, can provide sustainable food sources that merit quality habitats with sufficient food, water, and refuge to support viable populations sufficient for hunting; provided that negative impacts to the environment are sufficiently minimized or offset through native ecosystem protections; that proper management of game populations in appropriate areas minimizes or reduces impacts to agriculture, important watershed areas, and native habitats, and provides certain benefits; and that the State's unique relationship with the ocean requires careful consideration and management of land and ocean activities that prioritize the public trust responsibilities of the State. Requires each department, office, or agency of the State to update its rules and policies to integrate the local hunting and fishing industries into any food security or sustainability strategies that department, office, or agency employs. Requires reports to the Legislature. Effective 7/1/2050. (SD2)
