RELATING TO INVASIVE SPECIES.

Establishes a pilot program within the Aina Mauna legacy program of the department of Hawaiian home lands to remove and harvest gorse from Mauna Kea and develop it as a marketable product to expand economic opportunities for native Hawaiians.  Requires reports to the legislature.  Appropriates funds.  Sunsets 6/30/2025.

RELATING TO RAW MILK.

Authorizes and decriminalizes the sale of raw milk and raw milk products directly to consumers for human consumption, with certain restrictions.  Requires the Board of Agriculture to adopt rules governing the direct sale of raw milk and raw milk products.  Establishes labeling requirements.

RELATING TO SPECIAL PURPOSE DIGITAL CURRENCY LICENSURE.

Establishes a program for the licensure, regulation, and oversight of digital currency companies.

RELATING TO FUNDING FOR PARKING FOR DISABLED PERSONS.

Creates an accessible parking special account within the disability and communication access board special fund.  Increases the state vehicle registration fee by $1, to be deposited into the accessible parking special account.  Requires all costs associated with the statewide parking program for persons with disabilities to be appropriated from the accessible parking special account beginning July 1, 2023.

RELATING TO PUBLIC LAND TRUST REVENUES.

Returns to OHA certain moneys in the carry-forward trust holding account previously claimed as public land trust overpayments to the office.  Establishes a public land trust revenues committee to periodically study and determine the annual amount of income and proceeds from the public land trust that OHA should receive annually.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Defines "beneficiary consultation".  Prohibits the department of Hawaiian home lands from disposing or extending a general lease to non-beneficiaries unless there are no applicants seeking to enter into a general lease to the use and occupancy of a tract of Hawaiian home lands.  Requires the department to notify beneficiaries through beneficiary consultation prior to the disposition of Hawaiian home lands.  Prohibits the department from establishing additional criteria to enter into a general lease with an applicant, under certain conditions.  Specifies that the department may grant a license or enter into a general lease, under certain conditions.  Allocates the interest or other earnings from the Hawaiian home loan fund and Hawaiian home general loan fund into their respective funds, under certain conditions.  Requires the department to submit a quarterly report to the legislature and beneficiaries.  Authorizes the department to negotiate with homestead association governed water agencies to maintain water systems prior to other service providers, under certain conditions.
