RELATING TO TWO-STROKE ENGINES.

Bans the sale of two-stroke engines and new machines and vehicles operated by a two-stroke engine, effective January 1, 2024.  Establishes the electric engine loan program and revolving fund.  Makes an appropriation.

RELATING TO CONSUMER PRIVACY.

Establishes the Hawaii consumer privacy act.  Specifies various consumer rights with respect to the collection of personal information by businesses.  Outlines the obligations on businesses with respect to the collection, disclosure, sharing, and selling of consumer personal information.  Specifies the requirements for administration and enforcement by the department, including adoption of rules.  Appropriates funds.  Effective 1/1/2023.

RELATING TO NEWBORN HEARING SCREENING AND DIAGNOSIS.

Amends the newborn hearing screening statute to mandate reporting of diagnostic audiologic evaluation results to improve hearing follow-up of infants.  Updates definitions and terminology.

RELATING TO WORKFORCE DEVELOPMENT BOARDS.

Amends the Workforce Development Board law to be consistent with the General Appropriations Act of 2021, Act 88, Session Laws of Hawaii 2021.

RELATING TO HISTORIC PRESERVATION REVIEWS.

Transfers authority for certain reviews of projects in conjunction with section 6E-42, Hawaii Revised Statutes, from the Department of Land and Natural Resources to the Counties.  Provides financial assistance to the Counties to hire qualified staff to conduct the reviews.

RELATING TO CONFORMITY TO THE INTERNAL REVENUE CODE.

Conforms Hawaii income and estate and generation-skipping transfer tax laws to the Internal Revenue Code of 1986, as amended as of December 31, 2021.

RELATING TO ASSISTANCE FOR NEW BUSINESSES.

Requires DBEDT to provide support services to new businesses.  Establishes a separate general excise tax rate for a business's first five years of operation.  Exempts a business from paying any fees related to licensing and registration within its first five years of operation.  Allows individuals to continue to receive unemployment benefits while in the process of starting a business.  Requires the state procurement office to advise government bodies to allocate at least five percent of funding to procure goods and services from new businesses in the State.  Prohibits savings and loan associations from requiring a signed confession of judgment from a small business as a condition of receiving a loan.

RELATING TO VITAL STATISTICS.

Requires the department of health to issue a certificate of stillbirth, upon request of the parent or parents named on a fetal death certificate issued in the case of a stillbirth.  Appropriates funds.
