Representative Joey Manahan is carrying on a family tradition. He is a descendant of former Senator Manuel P. Manahan, Presidential candidate and one of the founders of the Progressive Party of the Philippines.

Born in Makati City in the Philippines, Joey moved to the United States when he was 10 years old. He and his family first settled in California where he completed high school, graduating from Bellarmine College Preparatory in San Jose. Representative Manahan went on to attend the University of Hawaii at Manoa, where he graduated with honors and a Bachelor of Arts degree in Communications.

Shortly thereafter, he worked as a legislative aide in the Hawaii State House and the Hawaii State Senate. He also served as an Administrator for the State of Hawaii Office of Elections.

Representative Manahan is currently serving his third term in office as State Representative for the 29th House District, Kalihi-Kai, Kapalama, Mokauea, and Sand Island, and he is married to Mary Ann Santos Manahan.
