Representative Luella Costales represents the 39th House District - Waipahu,
Village Park, Royal Kunia, Makakilo, Ewa, West Loch, and Honouliuli. She is a
House committee member on Education, Higher Education & Technology, Government
Reform, and Pandemic & Disaster Preparedness.
Born in South Central Los Angeles, California. She attended the University of
California San Diego and received a B.A. in Communications/Visual Arts and
minored in Literature-Writing and Sociology. She moved to Hawaii in 1992 and
has three kids William, Lia, and David. In addition to serving as a legislator,
Representative Costales is very active throughout her community. She works as
the Community & Resource Strategy Manager for the Oahu Economic Development
Board. She currently serves on the FBI Honolulu Citizens Academy Alumni
Association, Board of Directors; WWII Filipino Veterans Congressional Gold Medal
Committee; Filipino Veterans Recognition & Education Project, Committee Member;
Federal Law Enforcement Foundation (FLEF), member; and has previously served on
the Honolulu Police Commission, Commissioner.
