Representative Isaac W. Choy represents District 23-Manoa, University, Punahou, Moiliili. Elected into office in 2008, he currently serves as Vice-Chair of the Committee on Intra-state Commerce. He also  is a member of the committees on Tourism; Veterans, Military, and International Affairs & Culture and the Arts as well as Finance.
 A licensed CPA and former chairman of the State's Tax Review Commission, Representative Choy's background and experience has been instrumental in working on tax policy legislation.
