National Distinguished Legislator Award-State Legislative Leaders Association, presented at the National Conference of State Legislators in Tennessee, August 1990. The award was given in recognition of Mr. Cachola's efforts to establish the highly-successful Operation Nightingale Program which addressed Hawaii's nursing shortage. The program served as a model for other states to follow.
