Sir:

 

     Your Committee on Finance, to which was referred S.B. No. 2770, S.D. 1, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO NATIVE HAWAIIAN REHABILITATION PROGRAMS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Require the Department of Public Safety, in collaboration with the Office of Hawaiian Affairs, to create a rehabilitation program for Native Hawaiian prison inmates that puts an emphasis on preserving Native Hawaiian values and cultural practices; and

 

     (2)  Appropriate funds for the program.

 

     Your Committee received testimony in support of this measure from the Office of Hawaiian Affairs, Hawaii Correctional System Oversight Commission, Community Alliance on Prisons, Women's Prison Project, and four individuals.  Your Committee received testimony in opposition to this measure from the Center for Hawaiian Sovereignty Studies.  Your Committee received comments on this measure from the Department of Budget and Finance, Department of Public Safety, Papa Ola Lōkahi, and American Civil Liberties Union of Hawaii.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 2770, S.D. 1, H.D. 1, and recommends that it pass Third Reading.
