     Your Committee on Finance, to which was referred H.B. No. 2423, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO CLIMATE CHANGE MITIGATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to require all state building construction projects and state highway projects to use building and construction materials that seek to reduce their carbon footprint, where feasible and cost effective.

 

     Your Committee received testimony in support of this measure from the Department of Transportation, one member of the Hawaii County Council, 350Hawaii.org, Climate Protectors Hawaii, Citizens' Climate Lobby – Hawaii Island Chapter, Environmental Caucus of the Democratic Party of Hawaii, and five individuals. Your Committee received testimony in opposition to this measure from one individual.  Your Committee received comments on this measure from one individual.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2423, H.D. 1, and recommends that it pass Third Reading.
