Sir:

 

     Your Committee on Finance, to which was referred H.B. No. 2015, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE UNIVERSITY OF HAWAII,"

 

begs leave to report as follows:

 

     The purpose of this measure is to establish an institute within the William S. Richardson School of Law to be known as Hookaulike:  A Criminal Legal System Institute for Restoration and Healing and to appropriate funds to establish the institute.

 

     Your Committee received testimony in support of this measure from the University of Hawaii System, Office of Hawaiian Affairs, Community Alliance on Prisons, and three individuals.  Your Committee received testimony in opposition to this measure from one individual.  Your Committee received comments on this measure from the Department of Budget and Finance.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the appropriation for permanent full-time equivalent positions and funding for Hookaulike:  A Criminal Legal System Institute for Restoration and Healing to unspecified amounts;

 

     (2)  Changing the numbers of permanent full-time equivalent positions to be established to unspecified numbers; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 2015, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as H.B. No. 2015, H.D. 2.
