A BILL FOR AN ACT

 

 

RELATING TO THE HAWAII STATE LIBRARY SYSTEM.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that during the coronavirus disease 2019 pandemic, computer use for work, communication, and entertainment has increased.  At-risk people including our kupuna should have the option to communicate with their families and physicians, receive news, and do tasks such as banking online to reduce their potential exposure to the virus.

     The legislature further finds that the state library system has recently reopened and allow for safe computer access for the public.  For our kupuna who have not had a need to learn how to use a computer until now, need to learn a new program like Zoom or create an email, or who just need a refresher, a service should be available at libraries to provide assistance to all who wish to use the computer resources.

     The purpose of this Act is to appropriate funds for five technical support positions for the Hawaii state library system whose primary task shall be to serve our kupuna in navigating computers and the Internet.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2022-2023 for the hiring of five technical support positions to assist library patrons in navigating publicly available computers and the Internet.

     The sum appropriated shall be expended by the Hawaii state library system for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2022.
