Extends the hospital sustainability program through 06/30/2024.  Increases the maximum fee for inpatient care services to five and one-half per cent.  Increases the amount of time hospitals have to pay the hospital sustainability fee from thirty days to sixty days.  Increases the pool of medicaid services that can be used for matching purposes.  Appropriates funds.  Effective 6/29/21.  (SD1)

RELATING TO A JOB CORPS PROGRAM.

Establishes within the department of land and natural resources (DLNR) a green job youth corps program that provides temporary work and training opportunities in the resiliency and green sector industries to help address the unemployment impacts of the coronavirus disease (COVID-19) pandemic and support economic diversification.  Allows the governor to designate the DLNR to administer or enter into agreements for the administration of the program.  Appropriates funds to be expended by the DLNR for this purpose.  Requires the DLNR to report to the legislature on its progress before the regular session of 2022.  Effective 7/1/2050.  (SD1)

Requires health insurance providers that provide health benefits plans funded by the Hawaii employer-union health benefits trust fund or the state medicaid agency and providers that provide medicare advantage (medicare part C) health benefits plans to provide administrative data to the health analytics program in the department of human services.  Requires the health analytics program to develop an annual plan for the analysis, maintenance, and publication of collected all-claims, all-payer administrative data.  Effective 1/1/22.  (SD1)
