RELATING TO EMERGENCY WORKERS. Amends the definition of "emergency worker" in the Penal Code to include Hawaii state on-scene coordinators and communications dispatchers. Effective 7/1/2050. (SD1)

RELATING TO THE UNDERGROUND CONSTRUCTION OF HIGH-VOLTAGE ELECTRIC TRANSMISSION LINES. Eliminates the requirement for a public utility to seek approval from the public utilities commission for the underground construction of high-voltage electric transmission lines if certain conditions are met. RELATING TO THE STATE HEALTH PLANNING AND DEVELOPMENT AGENCY. Requires the state health planning and development agency or department of health to update the state health services and facilities plan every five years. Authorizes the department of health to perform the duties required of the state health planning and development agency. Transfers moneys in excess of $2,000,000 in the state health planning and development special fund to the general fund at the end of each fiscal year. Exempts psychiatric services, special treatment facilities, and chronic renal dialysis services from the certificate of need requirements. Authorizes administrative penalties for persons who do not comply with an approved certificate of need. Appropriates funds from the health planning development fund. Effective 7/1/2060. (SD1)

RELATING TO ENERGY EFFICIENCY. Requires and establishes deadlines for state facilities, except smaller facilities and facilities within the stadium development district, to implement cost-effective energy efficiency measures. Allows the department of accounting and general services to opt out of the cost-effective energy efficiency measures if a facility will be demolished within five years. Directs the Hawaii natural energy institute to collect utility bill and energy usage data for state-owned buildings and to make the data publicly available. Establishes a goal for the State to achieve at least a twenty-five percent reduction in the electricity consumption of state facilities. Provides that certain agencies that perform energy efficiency retrofitting may continue to receive appropriations for energy expenditures. Beginning 7/1/2022, requires, where feasible and cost-effective, the design of all new state building construction to maximize energy and water efficiency, maximize energy generation potential, and use building materials that reduce the carbon footprint of the project. Effective 7/1/2050. (SD1)

RELATING TO PANDEMIC RESPONSE. Authorizes use of funds appropriated from the emergency and budget reserve fund, from the amounts received by the State from the Coronavirus Aid, Relief, and Economic Security Act, for the purchase and distribution of personal protective equipment and industrial hygiene products to state departments and attached agencies. RELATING TO MILITARY DEPENDENTS. Exempts dependents of military servicemembers from state residency requirement for government employment if the military servicemember is in Hawaii on bona fide military orders. Allows a spouse of an active duty service member in the military who accompanies the service member a permanent change of station to Hawaii and holds a current, unencumbered license in another jurisdiction in specific professions to apply for licensure on an expedited basis in the State. RELATING TO OCEAN STEWARDSHIP. Establishes the ocean stewardship special fund and ocean stewardship user fee for the collection and use of moneys for the conservation, restoration, and enhancement of the State's marine resources. Sunsets the special fund on 6/30/2030. Delays collection of the ocean stewardship user fee until 1/1/2024. (SD1)

RELATING TO A NONRESIDENT RECREATIONAL MARINE FISHING LICENSE. Establishes a nonresident recreational marine fishing license requirement and fees to enable the department of land and natural resources to more effectively manage the marine fisheries resources of the State. Prohibits nonresidents, with certain exceptions, from fishing, taking, or catching marine life without a nonresident recreational marine fishing license. Effective 1/1/22. (SD1)

RELATING TO TRANSIENT ACCOMMODATIONS TAX. Amends chapter 237D, HRS, relating to the transient accommodations tax, to repeal the misdemeanor criminal penalty for failing to register under that chapter and replace it with a monetary fine structure; replace references to operator or plan manager with person or taxpayer; clarify that a certificate of registration is required for persons advertising transient accommodations; apply personal liability provision under general excise tax law to transient accommodations tax; and make various technical amendments. Effective 1/1/2022. (SD1)

RELATING TO TRANSIT-ORIENTED DEVELOPMENT. Requires the office of planning to hire a contractor to, among other things, identify and assess alternative financing, project delivery, and cost recovery mechanisms to recapture the State's upfront investment in transit-oriented development infrastructure. Requires the contractor to consult with representatives of certain government entities. Requires the office of planning to report its findings to the legislature. Authorizes the issuance of general obligation bonds. (SD1)

RELATING TO BROADBAND SERVICE INFRASTRUCTURE. Establishes the broadband infrastructure grant program to award grants to applicants to extend deployment of infrastructure used to provide broadband service to unserved areas of the State. Renames the Hawaii technology loan revolving fund to the Hawaii broadband infrastructure fund, including the types of funds deposited into the fund. Clarifies the meaning of unserved area. Expands project eligibility requirements under the Hawaii broadband infrastructure grant program to include partially served areas. Allows applicants to designate material as confidential or a challenger to request confidential treatment. Authorizes the issuance of general obligation bonds for the broadband infrastructure grant program. Effective 7/1/2050. (SD1)

RELATING TO STATE PARKS. Allows the board of land and natural resources to adopt, amend, or repeal administrative fee schedules for certain activities related to state parks through regular or special board meetings rather than through administrative rulemaking. RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY. Transfers to the natural energy laboratory of Hawaii authority operational authority over the makai research pier located at the southeast corner of Oahu. Authorizes the director of finance to issue general obligation bonds for the natural energy laboratory of Hawaii authority to repair and upgrade the makai research pier. (SD1)

RELATING TO STATE FUNDS. Repeals the Hawaii tobacco prevention and control trust fund and transfers unencumbered balances to the general fund. Specifies that Hawaii tobacco settlement special fund moneys shall only be deposited into the University revenue-undertakings fund until 7/1/2033. Appropriates general funds to the department of health for tobacco prevention and control. Effective 7/1/2050. (SD1)

RELATING TO SURPLUS MILITARY LAND. Requires the office of planning to submit a report to the legislature containing: (1) an inventory of lands within the State that are leased to or controlled by the federal government; (2) any known contaminants or environmental hazards associated with the inventoried lands based on past environmental studies; (3) input from executive branch departments and agencies and the office of Hawaiian affairs on proposed alternative uses for the lands that would be consistent with their mission should the lands be returned to the State; and (4) its findings and recommendations, including proposed legislation, based on this information. Effective 7/1/3050. (SD1)
