RELATING TO THE STATE PLAN.

Establishes green infrastructure objectives and policies for state facility systems in the Hawaii State Planning Act to improve the quality of life for residents and visitors.  Adds definition of "green infrastructure".  Requires the office of planning, in partnership with the greenhouse gas sequestration task force, to submit a report to the legislature making recommendations for implementing the green infrastructure objectives, policies, and priority guidelines established by this measure.

RELATING TO RENEWABLE ENERGY.

Requires the Hawaii Natural Energy Institute to develop a strategic plan that outlines benchmarks to achieve a 100% renewable energy portfolio standard and to submit the strategic plan to the Legislature before the Regular Session of 2023.  Requires the Hawaii Natural Energy Institute to conduct a feasibility study on the State's ability to achieve its renewable energy goals by 2045 and to submit its findings and recommendations to the Legislature no later than twenty days prior to the convening of the regular session of 2023.  (SD1)

RELATING TO ECONOMIC DEVELOPMENT.

Transfers oversight of the "Made-in-Hawaii" program as it relates to manufactured products to the department of business, economic development, and tourism.  Places the "Grown in Hawaii with Aloha" program under the management of the department of agriculture.  Transfers ownership of the "Made in Hawaii with Aloha Trademark" from the department of agriculture to the Hawaii Technology Development Corporation.  Appropriates $150,000 to the department of business, economic development, and tourism.  (SD1)

RELATING TO TEACHER RENTAL HOUSING.

Authorizes the Hawaii Public Housing Authority and Hawaii Housing Finance and Development Corporation to provide rental housing projects for teachers employed by the Department of Education and public charter schools.  Appropriates funds for the Hawaii Public Housing Authority.  Appropriates funds for deposit into the dwelling unit revolving fund.  Requires the Department of Education to lease land and contract with private entities for the development, management, maintenance, or revitalization of teacher housing.  Permits a project owner to lease teacher housing to other eligible tenants if occupancy of teacher housing falls below 95 per cent.

RELATING TO BROADBAND INFRASTRUCTURE FOR RURAL COMMUNITIES.

Creates a task force jointly convened by the department of transportation and department of business, economic development, and tourism to provide equitable broadband access for historically marginalized, unserved, and underserved rural communities.  Requires the task force to apply for federal moneys for broadband access.  Requires the departments' report to include the findings of the task force and an accounting of amounts received from the CARES Act and Emergency Coronavirus Relief Act of 2020 and grants disbursed by the State for broadband infrastructure for rural communities.  (SD1)

RELATING TO TOURISM.

Specifies that moneys in the tourism emergency special fund are to be used exclusively for emergency measures directly related to safety and security initiatives necessary to respond to any tourism emergency.

RELATING TO THE HAWAII TOURISM AUTHORITY.

Requires that the 3.5 per cent cap on spending from the tourism special fund to include all governance and employment expenses and organization-wide costs as administrative expenses.

RELATING TO THE COMPTROLLER.

Expands Comptroller's duties to include the assessment of office space, including initiating, canceling, and renegotiating current and new leases, office space allocation, and telework infrastructure requirements for agencies and employees occupying facilities managed by the Department of Accounting and General Services.  (SD1)
