RELATING TO SCHOOL IMPACT FEES.

Repeals the school impact fee exemptions for nonresidential development and housing subject to the transient accommodations tax when seeking development in a designated school impact district requiring county subdivision approval, county building permit, or condominium property regime approval of the project.

RELATING TO PHYSICIAN WORKFORCE ASSESSMENT.

Repeals the requirement that no less than fifty per cent of the physician workforce assessment fees deposited into the John A. Burns school of medicine special fund be used for purposes identified by the Hawaii medical education council.  Repeals the monetary cap of expenditures from the John A. Burns school of medicine special fund.  Authorizes the John A. Burns school of medicine special fund to provide loan repayment to certain physicians and scholarships to qualifying medical students.  (SD1)

RELATING TO VESSELS.

Clarifies removal of unauthorized vessels on state property or in the waters of the State.  Clarifies the definition of an "abandoned vessel".  Reduces the time limit to claim an unauthorized vessel that is impounded by the department of land and natural resources from thirty days to ten working days.  Reduces the time limit to claim an abandoned vessel that is impounded by a state or county agency from twenty days to ten working days.  Makes abandonment of a vessel on waters of the State or public property a petty misdemeanor.  Clarifies auction requirements regarding abandoned vessels.  Allows DLNR to charge an impound storage fee.  (SD1)

RELATING TO SUSTAINABLE ELECTRONICS MANAGEMENT.

Requires persons who receive state funds and state financial assistance to donate unnecessary but functioning electronic devices, hardware, and televisions to nonprofit organizations that will refurbish and distribute them to eligible persons in the State.  Sets reporting requirements for donating entities, nonprofit refurbishers, and the department of accounting and general services.  Sets administrative penalties for violations.  Effective 5/1/2029.  (SD1)

RELATING TO TAX ADMINISTRATION.

Allows the Department of Taxation to mandate the electronic filing of partnership and S-corporation returns if the taxpayer's gross receipts exceed $250,000 and individual tax returns if the federal adjusted gross income as shown on the taxpayer’s Hawaii return exceeds $100,000.  Requires certain tax return preparers to file returns electronically.  Amends the rules for electronic funds transfer to remove the authorization to require electronic funds transfer or electronic filing if the federal government required that person to file or pay electronically and requires electronic funds transfers for tax return preparers and any person subject to mandatory electronic filing.  Removes the timeliness requirement from the electronic funds transfer penalty.  Removes the authority of the department to charge for certified copies of tax clearances.  Amends the statute that mandates tax clearances for liquor license holders.  Clarifies the interest rate for payments made to taxpayers out of the litigated claims fund.  (SD1)

RELATING TO TAX APPEALS.

Replaces the four district tax boards of review with a single statewide board of review appointed by the Governor, consisting of ten members with three required for quorum.  Authorizes board members and taxpayers to appear and conduct official business using cost-saving measures such as teleconferencing.  (SD1)

RELATING TO PROCUREMENT.

Allows the head of a purchasing agency to obtain emergency procurements due to equipment failures; repairs to public property to protect against further loss of, or damage to, public property; and to prevent or minimize serious disruption in continued functioning of government services.  Replaces Chief Procurement Officer approval with an accounting report to the Chief Procurement Officer in a timely manner and to the Legislature within sixty days after the end of the fiscal year in which the procurement was made.  (SD1)

RELATING TO MEDICAL FACILITIES.

Requires any hospital that serves a community including more than five hundred COFA benefit recipients to establish diversity and inclusion training for all staff, and to hire interpreters and community healthcare workers as necessary to bridge the language and cultural divide with the community.  (SD1)

RELATING TO PUBLIC LAND TRUST FUNDS.

Requires agencies that collect receipts for any disposition of the public land trust shall each fiscal quarter transfer to the department of Hawaiian home lands or the Office of Hawaiian Affairs twenty per cent of each receipt from the disposition.  Provides to the department of Hawaiian home lands  certain moneys previously claimed as public land trust overpayments to the office of Hawaiian affairs.  Establishes a public land trust revenues negotiating committee exempted from part I of chapter 92, Hawaii Revised Statutes.  (SD1)

RELATING TO REGENERATIVE TOURISM.

Incorporates a regenerative framework into the State Planning Act by establishing objectives and policies for the visitor industry.
