The following measure(s) were previously heard in their respective subject matter committees:
RELATING TO THE SCHOOL FACILITIES AGENCY. Describes the powers and responsibilities of the school facilities agency by amending Act 72, Session Laws of Hawaii 2020. Transfers the total fund balance in the state educational improvement fund to the school facilities special fund by a certain date. Makes appropriation. (SD1)

RELATING TO CONSUMER PROTECTION. Provides for new viable installment-based small dollar loan transactions in addition to enhanced deferred deposit transactions. Specifies various consumer protection requirements for small dollar loans. Beginning 1/1/23, requires licensure for small dollar lenders that offer small dollar loans to consumers, subject to the oversight of the division of financial institutions of the department of commerce and consumer affairs to protect against illegal lending. Specifies licensing requirements for small dollar lenders. Caps the maximum allowable loan size at $1,500, providing more flexibility for lenders and borrowers than under the current law. Repeals provisions of Hawaii Revised Statutes relating to deferred deposits. Effective 7/1/22; provided that the licensing requirements shall take effect on 1/1/23. Makes an appropriation. (SD1)

RELATING TO THE MEDICAID SUSTAINABILITY PROGRAM. Establishes the Medicaid Sustainability Program for two years.? Appropriates funds out of the Medicaid Sustainability Program Special Fund for fiscal years 2021-2022 and 2022-2023. (SD1)

RELATING TO THE PHASEOUT OF PRIVATE CORRECTIONAL FACILITIES. Requires the State to phase out the use of private correctional facilities to incarcerate Hawaii inmates. Prohibits the construction of new correctional facilities or the expansion of existing correctional facilities without the approval of the Hawaii correctional system oversight commission. (SD1)
