RELATING TO TRANSPORTATION.

Specifies that a government agency does not assume ownership or jurisdiction over a disputed road through any maintenance or repair activities.  Authorizes the State to transfer ownership of roads in favor of counties by quitclaim if requested by the county.  Effective 7/1/2050.  (HD2)

RELATING TO COMMERCIAL DRIVER'S LICENSES.

Clarifies the validity period for a commercial learner's permit.  Adds a requirement for certain commercial driver's license applicants to complete an entry-level driver training course before taking other required tests for licensure.  Effective 1/1/2050.  (HD2)

Renames Kahului Airport Access Road on Maui as the Mayor Elmer F. Cravalho Way.

RELATING TO TRANSPORTATION.

Requires the posting of depth gauge signs, in a manner consistent with the Federal Highway Administration's Manual on Uniform Traffic Control Devices, on any portion of a public highway that lies within a special flood hazard area and is prone to flooding.  Appropriates funds.  Effective 7/1/2050.  (HD1)

RELATING TO CHILD PASSENGER RESTRAINTS.

Amends requirements for child passengers.  Requires rear facing child safety seats for children less than two years of age.  Requires the use of child safety seats or booster seats for certain children less than ten years of age.  Raises certain fines for violations.  Effective 7/1/2050.  (HD1)

Makes permanent insurance requirements for transportation network companies and transportation network company drivers established pursuant to Act 236, Session Laws of Hawaii 2016.  Effective 1/1/2050.  (HD1)

RELATING TO ELECTRIC FOOT SCOOTERS.

Establishes a framework for the regulation of electric foot scooters by the State and counties.  Amends definitions of "moped" to exclude electric foot scooters.  Retains personal injury protection benefits for any individual sustaining injuries while using or operating an electric foot scooter.  Effective 1/1/2050.  (HD2)
