RELATING TO TRANSPORTATION.

Repeals sections 264-19, 266-2.3, and 266-22, Hawaii Revised Statutes, for the purpose of deleting obsolete or unnecessary provisions.

RELATING TO SIDEWALKS.

Requires the department of transportation and each county's transportation department to create and maintain a priority list of sidewalk installation and improvement projects and to publish the priority list on their respective websites.  Effective 7/1/2050.  (HD1)

RELATING TO THE DEPARTMENT OF TRANSPORTATION.

Allows the department of transportation to assess impact fees for the repair or renovation of an unsafe, privately owned roadway that connects to a state highway that is used by the public that is a substantial danger to public health and safety.  Effective 7/1/2050.  (HD1)

RELATING TO PEER-TO-PEER CAR-SHARING.

Authorizes peer-to-peer car-sharing.  Establishes the peer‑to‑peer car-sharing surcharge tax on the operator of the peer-to-peer program.  Effective 7/1/2050.  (HD3)

RELATING TO REGISTRATION OF VEHICLES.

Allows the director of finance of a county to require payment of outstanding charges owed to the county for the towing, removal, or disposal of an abandoned or derelict vehicle within the county before issuing a motor vehicle certificate of registration, except when the motor vehicle was stolen or taken without permission or authorization.  Effective 1/1/2050.  (HD2)

RELATING TO MOTOR CARRIER VEHICLE SAFETY INSPECTIONS.

Expands the authority of the director of transportation over required motor carrier vehicle inspections.  Authorizes the director of transportation to adopt administrative rules related to fees.  Effective 1/1/2050.  (HD1)

RELATING TO LICENSE RENEWALS.

Allows the department of transportation to adopt emergency rules to allow for license renewals to be completed by mail or online.  Effective 7/1/2050.  (HD1)

RELATING TO TAXATION.
