Prohibits use, sale, alteration, or installation of motor

RELATING TO TRANSPORTATION.

Increases the minimum and potential maximum fine for violating certain provisions relating to the installation of a noisy muffler.

RELATING TO THEFT.

Establishes the offense of theft of a bicycle.  Provides that the first offense shall be a misdemeanor and that the second and each subsequent offense that occurs within 5 years of a prior conviction for the same offense shall be a class C felony.  Specifies that the offense of habitual property crime shall not apply to a person who commits the offense of theft of a bicycle.

RELATING TO SPECIAL NUMBER PLATES.

Authorizes the issuance of special number plates to commemorate Duke Kahanamoku.

RELATING TO CONCESSIONS.

Provides the department of transportation with more flexibility and discretion to address substantial hardship situations that impact airport concession contracts.

RELATING TO AIRFIELDS.

Prohibits the eviction of any tenant of Kawaihapai Airfield from being evicted from the airfield until the expiration of the department of transportation and the U.S. Department of the Army's lease, so long as the tenant remains in good standing.  Requires the department of transportation to cooperate with any private entity performing an economic feasibility study of Kawaihapai Airfield.
