RELATING TO THE KOKE'E STATE PARK ADVISORY COUNCIL. Repeals section 171-8.5, Hawaii Revised Statutes, establishing the Koke'e State Park Advisory Council.

RELATING TO THE TAKING OF NATURAL RESOURCES. Clarifies that any conservation and resources enforcement officer of the Department of Land and Natural Resources may, in the performance of their official duties, stop and temporarily detain any person whom the officer reasonably believes is, or recently has been engaged in hunting or fishing for a natural resource inspection. Establishes penalties for refusal to comply with inspection requests. Effective 7/1/2050. (HD1)

RELATING TO THE INTERSTATE WILDLIFE VIOLATOR COMPACT. Authorizes the Department of Land and Natural Resources to enter into the Interstate Wildlife Violator Compact or similar agreement for mutual assistance in the enforcement of wildlife laws.

RELATING TO THE UNIVERSITY OF HAWAII BOARD OF REGENTS INDEPENDENT AUDIT COMMITTEE. Requires the independent audit committee chair of the University of Hawaii board of regents to be selected in a manner consistent with the board's bylaws. Limits the Board's flexibility to appoint members with certain skill sets to its independent audit committee. Clarifies the independent audit committee's role relating to enterprise risk management. Exempts the independent audit committee from chapter 91 and part I of chapter 92, HRS, in its discussions with auditors on matters that should remain confidential, in accordance with national best practices, and at the independent audit committee chair's discretion, allow the discussions to be held in the absence of the University of Hawaii president or chief financial officer. Effective 7/1/2060. (HD1)

RELATING TO CAMPAIGN SPENDING. Requires any organization, association, party, or individual that is financially involved in the political process to file a financial disclosure with the campaign spending commission. Requires noncandidate committees to provide to the campaign spending commission a list of donors whose money was given by a 501(c)(4) organization to the noncandidate committee to fund an advertisement or electioneering communication. Effective 7/1/2112. (HD1)

RELATING TO CAMPAIGN ADVERTISEMENTS. Requires, in the case of any multiple-page advertisement, for the required disclosures to be made on the first page of the advertisement or on the cover page of the publication if the advertisement is used as the lead article and displayed on the cover page of a state- or county-wide distributed publication. Effective 7/1/2112. (HD1)

RELATING TO THE CODE OF ETHICS. Prohibits certain state officials and employees from representing certain interests before the State for twelve months after termination from their respective positions. Effective 7/1/2112. (HD1)

RELATING TO SECTION 711-1109, HAWAII REVISED STATUTES. Prohibits certain restraints and tethers that endanger a dog, including preventing the dog from obtaining, necessary sustenance. Authorizes the court to assess fines, order performance of community service, require mental health counseling, or order attendance at educational classes concerning animal abuse prevention in addition to other penalties. RELATING TO COSMETICS. Bans the import for profit, sale, and offer for sale of any cosmetic in the State if the final product or any component of the final product was developed or manufactured using animal testing performed in a cruel manner on or after 1/1/2024. Effective 1/1/2024. (HD2)

RELATING TO THE PROTECTION OF SHARKS. Establishes an offense of knowingly capturing, entangling, or killing a shark in state marine waters, and provides penalties and fines. Provides certain exemptions. Requires the department of land and natural resources to establish rules to achieve certain objectives. Effective 1/1/2050. (HD1)

RELATING TO CRUSTACEANS. Repeals section 188-58.5, Hawaii Revised Statutes, which prohibits the taking or killing of female spiny lobsters, Kona crabs, and Samoan crabs.

RELATING TO ANIMAL CONTROL SERVICES. Repeals the requirement that the County of Kauai contract solely with the Kauai Humane Society for the provision of animal control services.

RELATING TO AGRICULTURAL LANDS. Amends certain land subdivision and condominium property regime laws related to agricultural land, as recommended pursuant to Act 278, Session Laws of Hawaii 2019, to ensure condominium property regime projects within the agricultural district are used for agricultural purposes.

RELATING TO FAIR HOUSING REASONABLE ACCOMMODATIONS. Codifies the administrative rule definition of "assistance animal". Clarifies the type of verification an individual may provide to substantiate a reasonable accommodation request for a specific assistance animal. Specifies that possession of a vest or other distinguishing animal garment, tag, or registration document commonly purchased online and purporting to identify an animal as a service animal or assistance animal does not constitute valid verification of a disability-related need for an assistance animal. RELATING TO SECONDHAND DEALERS. Clarifies that the secondhand dealers law applies to a secondhand dealer's operation of an automated recycling kiosk that only accepts handheld electronic devices for recycling. Specifies the retention requirements for secondhand dealers that operate an automated recycling kiosk. Effective 1/1/2050. (HD1)

RELATING TO TRANSPORTATION. Specifies that a government agency does not assume ownership or jurisdiction over a disputed road through any maintenance or repair activities. Authorizes the State to transfer ownership of roads in favor of counties by quitclaim if requested by the county. Effective 7/1/2050. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
