RELATING TO OFFENSES AGAINST PROPERTY RIGHTS.

Establishes the offense of unauthorized control of a propelled vehicle in the second degree, which applies if a person recklessly or negligently exerts unauthorized control over another's propelled vehicle by operating the propelled vehicle without the owner's consent or by changing the identity of the propelled vehicle without the owner's consent.  (HD1)

RELATING TO SEXUAL ASSAULT.

Amends the offenses of sexual assault in the first and third degree perpetrated against a person who is mentally defective to provide that there is a rebuttable presumption that the person assaulted was mentally defective.  Effective 7/1/3021.  (HD1)

Updates the definition of "property" as it relates to offenses against property rights under the penal code to expressly include property stored in an electronic medium.  Effective 1/1/2050.  (HD1)

RELATING TO ELECTION PROCLAMATIONS.

Repeals the requirement that election proclamations contain a statement of the time and places where an election is to be held.  Specifies that the county clerk, not the chief election officer, shall issue an election proclamation listing information on voter service centers and places of deposit.  (HD1)

RELATING TO THE CODE OF ETHICS.

Prohibits certain state officials and employees from representing certain interests before the State for twelve months after termination from their respective positions.  Specifies that the prohibition against disclosing certain information applies to those who were employed by the State for less than one hundred eighty-one days.  Effective 7/1/2112.  (HD2)
