RELATING TO THE JUDICIARY.

Appropriates funds for the Judiciary for the fiscal biennium beginning 7/1/2021, and ending 6/30/2023.  Effective 7/1/2021.

MAKING APPROPRIATIONS FOR CLAIMS AGAINST THE STATE, ITS OFFICERS, OR ITS EMPLOYEES.

Makes appropriations and approves payments for claims against the State, its officers, and its employees.

RELATING TO ELECTIONS.

Expands access of election watchers during elections to include all instances in which ballots are handled, prepared, tabulated, or reviewed.  Allows for more than one election watcher to be appointed by a political party.  Allows for election watchers to be appointed by media organizations.

RELATING TO STATUTORY REVISION: AMENDING OR REPEALING VARIOUS PROVISIONS OF THE HAWAII REVISED STATUTES OR THE SESSION LAWS OF HAWAII FOR THE PURPOSES OF CORRECTING ERRORS AND REFERENCES, CLARIFYING LANGUAGE, OR DELETING OBSOLETE OR UNNECESSARY PROVISIONS.

Amends or repeals various provisions of the Hawaii Revised Statutes or the Session Laws of Hawaii for the purposes of correcting errors and references, clarifying language, or deleting obsolete or unnecessary provisions.

RELATING TO MICROCHIP IDENTIFICATION.

Requires dog and cat owners to microchip their pets, if the pets are not licensed.

RELATING TO FIREARMS.

Authorizes the department of the attorney general to develop and implement a state program to allow active and retired law enforcement officers to carry a concealed firearm in the State pursuant to the federal Law Enforcement Officers Safety Act of 2004.  Makes a conforming amendment to state firearm laws.

SB 1342

      Status & Testimony

RELATING TO ILLEGAL GAMBLING.

Includes under the offense of promoting gambling in the first degree the act of hosting activities that advance gambling activity on real property.  Requires the forfeiture of real property to the State if the real property was used to promote gambling in the first degree by a person in at least three separate incidents and the person was convicted for at least three of those incidents.
