RELATING TO EMERGENCY RULES.

Allows for lesser emergency period penalties to be adopted and promulgated by the governor or a mayor. Allows for the emergency period infractions to be processed under the traffic adjudication process in chapter 291D, Hawaii Revised Statutes. (Proposed SD1)

RELATING TO STATE PROPERTY.

Establishes an offense for placing written materials on state or county property without prior approval.  Petty misdemeanor.

RELATING TO TAXATION.

Requires certain landlords, lessors, or plaintiffs in a summary possession action to provide proof of payment of taxes due to the State as a condition of the issuance of a writ of possession.

RELATING TO CHILDHOOD SEXUAL ABUSE.

Amends statutory limitations on the time period in which a survivor of childhood sexual abuse may file a civil suit.  Allows punitive damages.  Permits the court to order restorative justice measures at its discretion, if requested by the victim.

MAKING AN APPROPRIATION TO THE OFFICE OF THE PROSECUTING ATTORNEY FOR HAWAII COUNTY.

Appropriates funds to the office of the prosecuting attorney for Hawaii county for the career criminal prosecution unit.

RELATING TO THE PENAL CODE.

Establishes the offense of unauthorized attachment of an object to a fence, gate, wall, or other structure, which is committed when a person knowingly attaches an object to a fence, gate, wall, or other structure or barrier without the owner's permission.

RELATING TO FIREARMS.

Includes any firearm or rifle with the capacity to fire ammunition of fifty caliber or higher in the list of prohibited weapons.
