RELATING TO TAXATION.

Establishes an empty homes conveyance tax against certain residential property owners who own a vacant residential unit in the State.

PROPOSING AN AMENDMENT TO ARTICLE IX, SECTION 5, OF THE HAWAII STATE CONSTITUTION, TO REQUIRE THE STATE TO PRODUCE ENOUGH HOUSING TO MEET DEMAND.

Amends the constitution to require the State to provide enough housing to meet demand subject to standards and criteria as provided by law.

PROPOSING AN AMENDMENT TO ARTICLE IX, SECTION 6, OF THE HAWAII STATE CONSTITUTION, TO REQUIRE THE STATE AND ITS POLITICAL SUBDIVISIONS TO PLAN TO PRODUCE ENOUGH HOUSING TO MEET DEMAND IN THEIR MANAGEMENT OF POPULATION GROWTH.

Amends the constitution to require the State to plan to provide enough housing to meet demand in its management of population growth.

RELATING TO THE DEPARTMENT OF THE ATTORNEY GENERAL.

Requires at least one Attorney General investigator be based in each county in the State.

RELATING TO GRANTS.

Specifies that nonprofits with a legislator on its governing board shall not be eligible to receive a grant pursuant to chapter 42F, Hawaii Revised Statutes.  Effective 01/01/2022.

RELATING TO TAX CREDITS.

Requires that new income tax credits include a 5-year sunset or a gradual reduction.

RELATING TO WITHHOLDING TAX.

Amends the due date for employers to file the wage and tax statement from the last day of February to January 31 following the close of the calendar year.  Imposes a penalty on employers that fail to timely furnish and file the wage and tax statement.
