RELATING TO SPECIAL PURPOSE REVENUE BONDS FOR THE HONOKEA SURF VILLAGE. Directs the department of budget and finance to issue special purpose revenue bonds for the planning, designing, constructing, reconstructing, renovating, acquiring, equipping, and improvement of the Honokea Surf Village.

RELATING TO KULEANA LANDS. Requires that claimants seeking to quiet title of kuleana land and original land titles that are land commission awards with a royal patent of confirmation which are based on claims to a right to the land before 1848 shall own more than fifty per cent of the land.

RELATING TO PUBLIC LAND TRUST FUNDS. Requires agencies that collect receipts for any disposition of the public land trust shall each fiscal quarter transfer to the department of Hawaiian home lands or the Office of Hawaiian Affairs twenty per cent of each receipt from the disposition. Returns to the Office of Hawaiian Affairs certain moneys previously claimed as public land trust overpayments to the office. Establishes a public land trust revenues negotiating committee.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT. Removes acreage restrictions on leases of Hawaiian home lands for agricultural purposes. Provides that the availability of the foregoing leases shall be subject to the availability of suitable tracts of land. Specifies that the foregoing leases may be for for-profit or non-profit purposes.

RELATING TO THE DEPARTMENT OF HAWAIIAN HOME LANDS. Requires the department of Hawaiian home lands to develop a strategic plan to devise and implement long-term solutions for eliminating the waiting list for a home land lease with an emphasis on leveraging its trust resources, statutory powers, and other means of sate funding and support to focus on lot development and distribution. The plans shall be based on a comprehensive assessment of the needs of the waitlist and with beneficiary consultation.

REQUESTING THE HAWAII STATE COMMISSION ON THE STATUS OF WOMEN TO CONVENE A TASK FORCE TO STUDY MISSING AND MURDERED NATIVE HAWAIIAN WOMEN AND GIRLS.

RELATING TO THE HAWAIIAN LANGUAGE. Requires the governor, lieutenant governor, state legislators, and heads of principal departments to prominently display a Hawaiian translation of the name of their office or department at least once on the main page of their official website and in the letterhead of their stationery.

RELATING TO THE FESTIVAL OF PACIFIC ARTS. Extends the date on which the temporary commission on the thirteenth festival of pacific arts shall cease to exist to August 31, 2025. Permits the commission members to discuss matters relating to official board business without regard to chapter 92, Hawaii Revised Statutes, to enable them to perform their duties faithfully.
