      Status & Testimony

RELATING TO BREAST CANCER SCREENING.

Increases the categories of women required to be covered for mammogram screenings.  Requires the existing health insurance mandate for coverage of low-dose mammography to include digital mammography and breast tomosynthesis.  Defines digital breast tomosynthesis.  Requires health care providers to be reimbursed at rates accurately reflecting the resource costs specific to each service, including any increased resource cost after January 1, 2021.

RELATING TO MEDICAL CARE FOR MINORS.

Permits minors to consent to medical care related to the diagnosis or treatment of HIV or the prevention of HIV.  Provides that a minor, under certain circumstances, shall not be liable for payment for treatment or prevention of HIV.

RELATING TO THE HAWAII HEALTH AUTHORITY.

Abolishes the Hawaii Health Authority.

RELATING TO MARRIAGE OF MINORS.

Raises the minimum age requirement to enter into marriage from sixteen to eighteen years of age.  Removes the parental consent and written approval by the family court requirements for a minor to marry.  Removes spousal cohabitation after the parties attain legal age as an exception for an annulment based on nonage.  Makes conforming amendments.

RELATING TO THE NON-VIOLENT RESPONSE TEAM PILOT PROGRAM.

Directs the department of health to create a two-year non-violent response team pilot program.  Appropriates funds.

RELATING TO PHARMACY AUDITS.

Establishes procedures for audits of pharmacies conducted by a health care provider, insurance company, third-party payor, sickness insurance provider, mutual benefit society, dental service corporation, health maintenance organization, or any entity that represents such companies or groups.

      Status & Testimony

RELATING TO PARENTAGE.

Amends the Uniform Parentage Act to allow non-gestational partners to voluntarily establish parentage of a child during the period immediately prior to or following the birth of the child.  Requires the State to recognize parentage determinations from other states and territories.
