RELATING TO LANDS CONTROLLED BY THE STATE. Exempts the sale of the leased fee interest in certain affordable leasehold developments by the HHFDC from legislative approval.

RELATING TO FIRE PROTECTION. Requires builders to provide cost estimates for residential fire sprinklers to potential buyers of all new one- and two-family dwellings. The state fire council shall provide written information on the benefits of a sprinkler system.

RELATING TO RURAL DISTRICTS. Allows up to one dwelling per quarter-acre in rural districts.

RELATING TO HOUSING SAVINGS ACCOUNTS. Establishes the procedures for a housing savings account system for all employees in the State.

RELATING TO BROADBAND ACCESS. Requires the Hawaii Public Housing Authority to conduct a study on the state of broadband access in all public housing projects in the State. Requires the Public Housing Authority to submit a report of its findings and recommendations to the legislature prior to the convening of the regular session of 2022. Authorizes the Hawaii Public Housing Authority to request assistance from the Legislative Reference Bureau as may be necessary.

RELATING TO COUNTIES. Requires counties within sixty days to maintain infrastructure, under specified conditions, as part of any housing development for the Department of Hawaiian Home Lands.

RELATING TO RENTAL DISCRIMINATION. Creates a new chapter on "source of income" discrimination in rental transactions, adds definitions, and enforcement remedies by direct civil action.

RELATING TO RENTAL DISCRIMINATION. Prohibits discrimination, including in advertisements for available real property, based on participation in a housing assistance program or requirements related to participation in housing assistance programs, in real estate transactions and requirements.

RELATING TO PUBLIC HOUSING. Requires the Hawaii Public Housing Authority to establish a pilot program to ensure that all housing units in the Kuhio Park Terrace and Puuwai Momi public housing complexes are provided with sufficient internet speeds and connection quality. Appropriates moneys.

RELATING TO AFFORDABLE HOUSING. Requires that Hawaii housing finance and development corporation housing projects, in a county having a population of more than 100,000 but less than 1,000,000, include a restrictive covenant that the percentage of units of the housing project that are designated as affordable housing, as described in the submitted housing project application, shall be affordable housing in perpetuity.

RELATING TO AFFORDABLE HOUSING. Removes the construction completion deadline for the Leialii affordable housing project and Keawe Street Apartments. Exempts the project from the application of Chapter 6E, Hawaii Revised Statutes; provided that the project gives preference to Lahaina residents in its tenant placement policy.

RELATING TO COUNTIES. Makes explicit the counties' authority to enact ordinances to amortize or phase out permitted, nonconforming, or otherwise allowed short-term rentals in any zoning classification. Includes swapping, bartering, or exchange of a residential dwelling, or portion thereof, in definition of "short-term rental" for this purpose.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be able to testify. However, all written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
