RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST WAHIAWA GENERAL HOSPITAL. Authorizes the issuance of special purpose revenue bonds for long-term debt restructuring of Wahiawa General Hospital. Effective 7/1/2050. (SD2)

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM. Extends the hospital sustainability program through 6/30/2024. Increases the maximum fee for inpatient care services to five and one-half per cent. Increases the amount of time hospitals have to pay the hospital sustainability fee from 30 days to 60 days. Increases the pool of medicaid services that can be used for matching purposes. Appropriates moneys. (SD2)

RELATING TO EMERGENCY MEDICAL SERVICES. Enables the Hawaii medical board to license emergency ambulance service personnel and emergency medical responders. Effective 7/1/2050. (SD2)

RELATING TO CHILDREN. Allows a minor who has reached the age of 16 to petition the family court for emancipation, and directs the court regarding investigation of the petition, appointment of legal counsel and a guardian ad litem for the petitioner, and the findings necessary to grant the petition. Specifies the rights gained by the minor upon emancipation and authorizes the court to require the minor's parents or legal guardians to pay for any services ordered by the court. Effective 5/6/2137. RELATING TO BREAST CANCER SCREENING. Increases the categories of women required to be covered for mammogram screenings. Requires the existing health insurance mandate for coverage of low-dose mammography to include digital mammography and breast tomosynthesis. Defines "digital breast tomosynthesis". Requires health care providers to be reimbursed at rates accurately reflecting the resource costs specific to each service, including any increased resource cost after January 1, 2021. Effective 7/1/2050. (SD2)

RELATING TO THE SOLEMN COVENANT OF THE STATES TO AWARD PRIZES FOR CURING DISEASES. Enacts an interstate compact to award prizes for the curing of diseases. (SD1)

RELATING TO THE UNIVERSITY OF HAWAII. Establishes the cancer research center of Hawaii as an organized research unit of the University of Hawaii that conducts cancer research and that shall be administered by a director appointed by the board of regents. Requires the cancer research center of Hawaii to be affiliated with the John A. Burns school of medicine with direct lines of reporting to the provost of University of Hawaii at Manoa and the dean of John A. Burns school of medicine. Requires funds expended from the tuition and fees special fund for the John A. Burns school of medicine or cancer research center of Hawaii to be used for educational purposes only. Requires funds expended from the research and training revolving fund for the John A. Burns school of medicine and cancer research center of Hawaii to be used for research and research-related purposes only. Effective 7/1/2050. (SD2)

RELATING TO THE OFFICE OF MEDICAL CANNABIS CONTROL AND REGULATION. Authorizes the department of health to set patient registration fees by administrative rulemaking, adds 3.0 FTE positions for staff and operations of the office of medical cannabis control and regulation. Appropriates moneys from the medical cannabis registry and regulation special fund for positions and operations. Effective 7/1/2050. Appropriates moneys effective on 7/1/2051. (SD2)

RELATING TO SERVICES FOR KUPUNA. Includes in the kupuna caregivers program kupuna caregiver-directed services. Includes financial management service provider and additional duties for the coach. Allows for qualified caregivers to work less than 30 hours per week during a declared state of emergency. Effective 7/1/2050. (SD2)

RELATING TO HOMELESSNESS. Allows the governor's coordinator on homelessness, in conjunction with the Hawaii interagency council on homelessness, to develop plans for the City and County of Honolulu and the counties of Hawaii, Kauai, and Maui to coordinate the services and shelter facilities of public agencies and nonprofit organizations to meet the concerns of communities impacted by homelessness and the needs of the homeless population within each county. Effective 5/1/2029. (SD1)

RELATING TO THE PRACTICE OF MEDICINE. Clarifies the definition of the practice of medicine to provide uniformity of practice for both medical physicians and osteopathic physicians. (SD1)

RELATING TO MATERNAL HEALTH. Requires the department of human services to collect and report data on severe maternal morbidity incidents, disaggregated by county, race, and ethnicity. Requires the department of human services to develop and the Hawaii state commission on the status of women to administer implicit bias training for health care professionals in perinatal facilities. Effective 5/1/2029. (SD2)

RELATING TO MEDICAL FACILITIES. Requires any hospital that serves a community having more than 500 Compact of Free Association benefit recipients to establish diversity and inclusion training for all staff, and to hire interpreters and community healthcare workers as necessary to bridge the language and cultural divide with the community. Effective 7/1/2050. (SD2)

RELATING TO SERVICES FOR KUPUNA. Allows the executive office of aging to relax the thirty-hour employment requirement for qualified caregivers under the Kupuna Caregivers Program during a state-declared state of emergency. Adds the option of kupuna caregiver-directed services to the kupuna caregivers program. Includes assisting the care recipient and caregiver with the enrollment process as the duty of a coach. Allows funds under the Kupuna Caregivers Program to be issued to the care recipient's financial management service provider. Takes effect 5/1/2029. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
If during the course of the hearing it appears that there will not be sufficient time to allow everyone to be heard, the chairperson reserves the right to limit the remaining testifiers to two-minutes. This two-minute policy will be enforced to ensure fairness and adequate consideration to all bills.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
