Status

RELATING TO THE UNIVERSITY OF HAWAII BOARD OF REGENTS INDEPENDENT AUDIT COMMITTEE.

Allows the chairperson of the Independent Audit Committee (IAC) of the University of Hawaii Board of Regents to be selected in a manner consistent with its bylaws.  Clarifies that the responsibility of the IAC as to the University's enterprise risk management is to oversee, rather than engage in the pertinent operations.  Exempts from chapter 91 and part I of chapter 92, Hawaii Revised Statutes, discussions between the IAC and internal or external auditors on matters that should remain confidential in accordance with nationally recognized best practices for independent audit committees.  Allows the IAC chairperson to determine whether IAC discussions that are exempt from chapter 91 and part I of chapter 92, Hawaii Revised Statutes, may be held without the presence of the President or the Chief Financial Officer of the University.  (SD1)

RELATING TO TELECOMMUNICATION.

Requires the office of enterprise technology services to establish a working group and conduct a study to identify state office buildings that can provide equitable telecommunication access to allow residents of the counties of Hawaii, Kauai, and Maui, and rural areas of the city and county of Honolulu, including residents with disabilities, to participate remotely in legislative hearings.  Requires a report to the legislature.  Provides that the working group shall be dissolved on an unspecified date.  Effective 7/1/2050.  (SD2)

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Requires the department of Hawaiian home lands to digitize its applicant, beneficiary, and lessee records and create a usable digital database no later than 7/1/2022.  Effective 7/1/2050.  (SD1)

Status

RELATING TO BROADBAND INFRASTRUCTURE FOR RURAL COMMUNITIES.

Creates a task force jointly convened by the department of transportation and department of business, economic development, and tourism to provide equitable broadband access for historically marginalized, unserved, and underserved rural communities.  Requires the task force to apply for federal moneys for broadband access.  Requires the departments' report to include the findings of the task force and an accounting of amounts received from the CARES Act and Emergency Coronavirus Relief Act of 2020 and grants disbursed by the State for broadband infrastructure for rural communities.  Effective 7/1/2050.  (SD2)

Status

RELATING TO THE CONFERENCE CENTER REVOLVING FUND.

Expands the scope of the conference center revolving fund for the university of Hawaii at Hilo.  Exempts the expenditure of moneys from the fund from bidding requirements under the Hawaii public procurement code.  Requires the chancellor of the university of Hawaii at Hilo to submit annual reports of the fund to the legislature.  Effective 7/1/2050.  (SD2)

RELATING TO INFORMATION TECHNOLOGY PROJECTS.

Establishes an information technology modernization program management office to provide guidance and support to major information technology projects.  (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
