RELATING TO PROCUREMENT. Requires that past performance be considered in the bid selection of contractors for certain contracts. Requires procurement officers to consider past performance and conduct past performance evaluations and maintain the record of the evaluations.

RELATING TO PROCUREMENT. Establishes a special procurement process for the procurement of goods and services. Requires the procurement policy board to establish procedures for use of the special procurement process by rules. Requires the head of a purchasing agency to prepare a procurement plan and submit the plan to the Attorney General or corporation counsel. Requires the head of a purchasing agency to electronically post, for at least one year, public notice of special procurement contracts within seven days of the contract award.

RELATING TO PROCUREMENT. Implements certain recommendations of the procurement policy review conducted pursuant to House Resolution No. 142, Regular Session of 2016. Requires the state procurement office to submit a report to the legislature regarding its progress in implementing the procurement policy review recommendations.

RELATING TO PROCUREMENT. Authorizes the State Procurement Administrator to develop and administer a procurement automation system, authorizes the State Procurement Administrator to charge and collect an administrative fee to cover the costs of the procurement automation system, establishes a procurement automation system special fund, and supports the State Procurement Administrator’s final decision on investigations of procurement policy and compliance.

RELATING TO PROCUREMENT. Amends section 103D-307, Hawaii Revised Statutes, Emergency Procurements, to add equipment failures, repairs to public property to protect against further loss of, or damage to, public property, to prevent or minimize serious disruption in continued functioning of government services. Replaces Chief Procurement Officer approval with an accounting report to the Legislature within sixty days after the end of the fiscal year in which the procurement was made.

RELATING TO PROCUREMENT. Creates time limits to resolve protests to the awards of competitive sealed proposal contracts and procurements of professional services.

RELATING TO PROCUREMENT. Requires the procurement policy board to adopt specific procurement rules relating to life-cycle cost analysis by December 31, 2021.
