      Status & Testimony

RELATING TO THE STATE BUILDING CODE COUNCIL.

Appropriates funds to establish one full-time equivalent (1.0 FTE) program director position and one full-time equivalent (1.0 FTE) staff member position, and to provide for employee training, materials and supplies, other costs associated with the state building code council, and any costs necessary to establish a full-time office.

SB 222

      Status & Testimony

RELATING TO THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES.

Requires the Comptroller's annual report to the Governor and to the Legislature to include a list of all accounts that were closed by the Comptroller during the immediately preceding fiscal year, and a list of accounts that remain open but that are serving a lapsed program or initiative.

SB 229

      Status & Testimony

RELATING TO THE OFFICE OF THE AUDITOR.

Requires departments to submit their annual reports concerning their non-general fund accounts to the Auditor in addition to the Legislature.  Requires departments to include the status of implementing any recommendations made by the Auditor, and if no action has been taken, to detail the reasons why any recommendation has not been implemented in their annual reports submitted regarding their non-general fund accounts.  Requires the Auditor to submit an annual compilation report for annual non-general fund account reports.  Requires the Auditor to include, in its annual report to the Legislature on special, revolving, and trust funds, an update on fund recommendations made within the past 5 years that have not been implemented.

RELATING TO PREAUDIT PAYMENTS.

Increases the minimum dollar amount of payments required to be preaudited.  Allows rather than requires the comptroller to preaudit all proposed payments of expenditures.

RELATING TO TAXATION.

Requires that revenue estimates provided by the Department of Taxation to the legislature or to any executive or administrative office be accompanied by a description of the methodology used and assumptions made in providing the estimate.  Requires the estimate and description to be open to public disclosure.

RELATING TO THE COMPTROLLER.

Expands comptroller's duties to include assessment of state agency office space, including initiating, canceling, and renegotiating current and new leases.

RELATING TO THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES.

Requires the Department of Accounting and General Services to establish and enforce a virtual private network policy to allow state employees to access specified state resources on the internet.

SB 1204

      Status & Testimony

RELATING TO TAX APPEALS.

Replaces the four district tax boards of review with a single statewide board of review appointed by the Governor, consisting of ten members with three required for quorum.  Authorizes board members and taxpayers to appear and conduct official business using cost-saving measures such as teleconferencing.

RELATING TO CENTRAL SERVICES.

Requires that the department of accounting and general services be responsible for ensuring state facilities are maintained in accordance with proper repair, maintenance, and cleanliness standards to promote the health and safety of occupants and visitors.
