RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST WAHIAWA GENERAL HOSPITAL.

Authorizes the issuance of special purpose revenue bonds for long-term debt restructuring of Wahiawa General Hospital.  Effective 7/1/2060.  (HD1)

RELATING TO THE TRANSITION OF THE OAHU REGIONAL HEALTH CARE SYSTEM FROM THE HAWAII HEALTH SYSTEMS CORPORATION INTO THE DEPARTMENT OF HEALTH.

Commences the transfer of the Oahu regional health care system in its entirety from the Hawaii health systems corporation to the department of health, beginning with the transfer of the Oahu regional health care system's budget into the department of health.  Enables the Oahu regional health care system, department of health, Hawaii health systems corporation, and other state agencies to manage and implement the processes required to effectuate the completion of the transition.  Authorizes the department of health to conduct long-term care and substance abuse treatment at Leahi hospital and Maluhia and to pay rent for the use of the Leahi hospital property.  Requires the department of health to consult with the university of Hawaii regarding programs at Leahi hospital and Maluhia.  Clarifies the rights, powers, and exemptions of the Oahu regional system board during the transition period of the Oahu regional health care system into the department of health and the rights and powers of the department of health after the transition is completed.  Appropriates moneys from the mental health and substance abuse special fund.  Authorizes the issuance of general obligation bonds.  Part II effective 7/1/2023.  Effective 7/1/2060.  (HD2)

RELATING TO EMERGENCY MEDICAL SERVICES.

Enables the Hawaii medical board to license emergency ambulance service personnel and emergency medical responders.  Requires the department of commerce and consumer affairs to examine the creation of an additional licensure category for emergency medical technicians who are certified at a higher practice level than emergency medical responders but do not provide ambulance services.  Appropriates funds from the compliance resolution fund for positions.  Effective 7/1/2060.  (HD2)

RELATING TO AEROSPACE.

Establishes the Office of Aerospace Development in the Hawaii Technology Development Corporation instead of the Department of Business, Economic Development, and Tourism.  Repeals references to the Pacific International Space Center for Exploration Systems.  Transfers the rights, powers, functions, and duties of the Pacific International Space Center for Exploration Systems to the Office of Aerospace Development.  Allows the Aerospace Advisory Committee to select the Director of the Office of Aerospace Development.  Reduces the number of members on the Aerospace Advisory Committee.  (HD1)

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM.

Establishes the clean energy and energy efficiency revolving loan fund.  Repeals the building energy efficiency revolving loan fund.  Authorizes moneys in the green infrastructure special fund to be used to finance the option to purchase solar energy systems and other clean energy equipment, including the purchase or lease of electric vehicles.  Appropriates an unspecified amount out of the clean energy and energy efficiency revolving loan fund.  Effective 5/6/2137.  (HD1)

Status

RELATING TO HURRICANE PREPAREDNESS.

Establishes the safe home program to provide matching and nonmatching grants for installation of wind resistive devices to single-family, owner-occupied, residential properties in certain circumstances.  Allocates a portion of the moneys earned through interest from the hurricane reserve trust fund for grants under the safe home program.  Creates a temporary position within the insurance division of the department of commerce and consumer affairs to implement and administer the safe home program. Appropriates funds.  Effective 7/1/2050.  (HD1)

Status

RELATING TO PROCUREMENT.

Requires the chief procurement officer or designee to address protests as expeditiously as possible.  Creates time limits to resolve protests to the award of competitive sealed proposal contracts and procurements of professional services, if the protest is not resolved by mutual agreement.  Specifies that a protest shall prevail if the protest is not resolved by mutual agreement and within the established time limits.  Effective 5/6/2137.  (HD2)

Status

RELATING TO THE HAWAII COMMUNITY-BASED ECONOMIC DEVELOPMENT TECHNICAL AND FINANCIAL ASSISTANCE PROGRAM.

Expands the eligibility of organizations that can receive Community-based Economic Development (CBED) technical assistance from not just community-based organizations (non-profits), but also includes businesses, particularly those that currently have CBED loans or may apply for a CBED loan in the future.  Effective 7/1/2050.  (SD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
