RELATING TO SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM INCENTIVES.

Removes the $10 per visit per day cap on the dollar-for-dollar match received by supplemental nutrition assistance program beneficiaries under the Hawaii healthy food incentive program, also known as the double up food bucks program.  Specifies that healthy proteins are eligible purchases under the program.  Effective 7/1/2060.  (HD1)

RELATING TO ECONOMIC DEVELOPMENT.

Proposed HD2:  Transfers oversight of the "Made in Hawaii" program as it relates to manufactured products to the Department of Business, Economic Development, and Tourism.  Places the "Grown in Hawaii with Aloha" program under the management of the Department of Agriculture. Transfers ownership of the "Made in Hawaii with Aloha" trademark from the Department of Agriculture to the Department of Business, Economic Development, and Tourism.

Appropriates funds to the Department of Business, Economic Development, and Tourism. Requires the creation of a master plan for the marketing and advertising activities of the Department of Agriculture; Department of Business, Economic Development, and Tourism; and Department of Land and Natural Resources. Requires expenditures of moneys for marketing and advertising to be done in accordance with the master plan.

Effective 7/1/2050. (HD2 PROPOSED)

Authorizes the issuance of special purpose revenue bonds to assist the House of Aloha Enterprises LLC, with planning, designing, constructing, and equipping facilities in Hawaii for the manufacturing and processing of certain products.  (SD1)

Requires that the board of education prioritize for the superintendent of education position candidates that have minimum of ten years of employment in the department of education, with at least five of those years serving in the capacity as a teacher, principal, or higher.  Establishes a working understanding of the State's tri-level systems of educational administration as a desired qualification for candidates for the superintendent of education position.  Effective 7/1/2050.  (HD1)

RELATING TO THE HAWAII STATE ENERGY OFFICE.

Expands the duties of the Hawaii State Energy Office.  Transfers certain duties relating to energy efficiency, renewable energy, energy resilience, and clean transportation related incentives, programs, and goals from the Chief Energy Officer to the Hawaii State Energy Office.  Effective 7/1/2050.  (HD1)

RELATING TO GOVERNMENT.

Proposed HD2:  Establishes a state government realignment commission to periodically review the state executive branch's departments, divisions, and agencies, including functions and services, and submit its findings and recommendations to the legislature.

Appropriates American Rescue Plan Act funds for various broadband infrastructure installation and updates throughout the State. Effective 7/1/2112. (PROPOSED HD2)

RELATING TO THE SPOUSE AND CHILD ABUSE SPECIAL FUND.

Amends the spouse and child abuse special fund to allow up to an unspecified amount of federal reimbursements received from the U.S. Department of Health and Human Services, Administration for Children and Families, in the year following the fiscal year in which Family First Prevention Services funds and the title IV-E funds were expended to be deposited and retained.  Effective 7/1/2060.  (HD1)

RELATING TO THE OFFICE OF MEDICAL CANNABIS CONTROL AND REGULATION.

Authorizes the department of health to set patient registration fees by administrative rulemaking.  Appropriates moneys from the medical cannabis registry and regulation special fund for positions and operations, including administrative services, of the office of medical cannabis control and regulation.  Requires the office of medical cannabis control and regulation to convene a task force on the effect of legalization of cannabis on qualifying medical cannabis patients.  Effective 7/1/2060.  (HD1)

Establishes public notice requirements for short form public notices of reapportionment plans.  Temporarily amends the start of filing nomination papers for the 2022 election.  Defines "permanent resident" for legislative reapportionment purposes.  Authorizes and appropriates funds for the reapportionment commission to retain outside legal counsel.  (HD1)

RELATING TO THE COMPTROLLER.

Expands the comptroller's duties to include the assessment of office space, including initiating, canceling, and renegotiating current and new leases, office space allocation, and telework infrastructure requirements for agencies and employees occupying facilities managed by the department of accounting and general services.  Requires the comptroller to reduce the total square footage of space leased by the State by twenty-five per cent no later than 7/1/2026.  Requires a report to the legislature.  Effective 7/1/2050.  (HD1)

Requires the department of transportation to conduct a study to determine the feasibility of repairing or renovating the Kalaeloa airport air traffic control tower.  Appropriates funds.  Effective 7/1/2050.  (SD2)

RELATING TO TRANSPORTATION.

Authorizes the issuance of special number plates to support forest conservation and ocean conservation, with proceeds from the program to be used to fund conservation efforts at the State's beaches, nearshore environment, and forests.  Increases the initial application and renewal fees for special number plates from $25 to $100.  (HD1)

Status

RELATING TO THE CORONAVIRUS 2019 PANDEMIC.

Appropriates moneys.  Exempts any person from the post-arrival mandatory self‑quarantine if the person receives a negative test result prior to arrival.  Allows the governor to establish statewide conditions for exemption.  Requires certain COVID-19 tests for travelers who do not have a test result upon arrival to avoid mandatory self-quarantine.  Requires any person who does not obtain a negative test result for COVID-19 pre-arrival to be responsible for all costs associated with that person's mandatory self-quarantine.  Prohibits the suspension of the quarantine requirements except by legislative approval via a concurrent resolution.  Repeals quarantine requirements on 12/31/2021.  Requires that should any project or program related to COVID-19 response efforts paid for by state funds later become eligible for federal reimbursement, those federal funds shall be deposited into the general fund.  Lapses funds from the major disaster fund to the general fund on 7/1/2021.  Effective 7/1/2050.  (HD1)

RELATING TO BREAST CANCER SCREENING.

Expands coverage of breast cancer screening and imaging to include an annual mammogram for a woman of any age with an above average risk for breast cancer, risk factor screening for women ages thirty or older, and additional supplemental imaging for any woman, regardless of age, as deemed medically necessary by an applicable American College of Radiology guideline.  Requires the auditor to conduct an impact assessment report and make a report to the legislature.  Effective 7/1/2060.  (HD1)

RELATING TO OPERATING A VEHICLE UNDER THE INFLUENCE OF AN INTOXICANT.

Establishes sentencing guidelines for highly intoxicated drivers.  Requires that ignition interlock devices be installed on all vehicles operated by a person upon license revocation.  Increases the license revocation period and extends the applicable lookback periods.  Amends the penalties for operating a vehicle under the influence of an intoxicant.  Effective 7/1/3021.  (HD1)

RELATING TO ANIMAL FUR PRODUCTS.

Beginning July 1, 2021, prohibits the manufacture or importation for sale of certain animal fur products in the State.  Beginning December 1, 2021, prohibits the sale, offer for sale, display for sale, trade, or otherwise distribution of certain animal fur products in the State.  Effective 7/1/2050.  (HD1)

RELATING TO LOW-INCOME HOUSING TAX CREDIT.

Allows the low-income housing tax credit to be allocated among the partners or members of the partnership or limited liability company earning the credit in any manner agreed to by the partners or members.  Requires Form 8609 to be included for taxpayers claiming the low-income housing tax credit.  Specifies other restrictions and clarifies the effect of other tax provisions for buildings placed in service after 12/31/2020.  Extends the increases made to the low-income housing tax credit from 12/31/2021 to an unspecified date.  Applies to taxable years beginning after 12/31/2020.  Effective 12/1/2050.  (HD2)

RELATING TO PUBLIC LANDS.

Clarifies that lands set aside by the governor to the Hawaii housing finance and development corporation or leased to the corporation by other state departments or agencies are exempt from the definition of "public lands".  Clarifies that lands set aside by the governor or leased to the Hawaii housing finance development corporation from other state departments or agencies are subject to legislative approval prior to the sale or gift of those lands.  Requires the corporation to return any land leased to the corporation by other state departments or agencies if the land is no longer needed for housing, finance, or development.  Requires the Hawaii housing finance and development corporation to submit certain documentation to the office of Hawaiian affairs regarding government or crown lands set aside or leased to the corporation prior to the corporation developing or financing an affordable housing development on those lands.  Effective 7/1/2050.  (HD1)

RELATING TO HOUSING.

Clarifies that the eligibility for the general excise tax exemption includes the nonreceipt of financing from the Hawaii Finance and Development Corporation.  Allows certain affordable rental housing projects to receive a waiver of various development fees from a county.  Removes the limit on the type of costs eligible for exemption from the general excise tax for development of affordable rental housing certified by the Hawaii Housing Finance and Development Corporation.  Effective 7/1/2050.  (HD1)

RELATING TO AFFORDABLE HOUSING.

Temporarily exempts affordable housing projects by HHFDC from certain state and county fees and exactions related to discretionary approval or ministerial permitting when the projects are exclusively for certain qualified residents.  Effective 5/6/2137.  Sunsets on 6/30/2027.  (HD2)

RELATING TO HOUSING DEVELOPMENT.

Exempts from school impact fee requirements, certain affordable housing units, additions to existing dwelling units, accessory dwelling units, ohana dwelling units, affordable housing units in projects or property developed by the Hawaii public housing authority, and affordable housing units in projects assisted by the Hawaii housing finance and development corporation.  Effective 12/1/2050.  (HD1)
