RELATING TO HEALTH. Establishes a task force to review and recommend specific actions to ensure that Hawaii's food imports are sourced, transported, stored, and distributed in compliance with the federal Food Safety Modernization Act; and develop specific recommendations to ensure that all foods and brands imported into Hawaii do not mislead or confuse the public. RELATING TO SURPLUS MILITARY LAND. Requires the office of planning to submit a report to the legislature containing: (1) an inventory of lands within the State that are leased or controlled by the federal government; (2) any known contaminants or environmental hazards associated with the inventoried lands based on past environmental studies; (3) input from executive branch departments and agencies on proposed alternative uses for the lands that would be consistent with their mission should the lands be returned to the State; and (4) its findings and recommendations, including proposed legislation, based on this information. RELATING TO HEALTH. Amends the definition of "imminently dangerous to self or others". Authorizes the involuntary treatment of up to thirty days of patients who are subject to emergency hospitalization, diagnosed with a serious mental illness or severe substance use disorder, and found to be lacking decisional capacity. Requires assessment of patients who are subject to emergency hospitalization, diagnosed with a serious mental illness or severe substance use disorder, and found to be lacking decisional capacity to determine if a surrogate or guardian needs to be appointed to make appropriate health care decisions for the patient. RELATING TO THE HAWAII SCHOOL FOR THE DEAF AND BLIND. Requires the department of education to develop a plan to transition the Hawaii School for the Deaf and Blind to a conversion charter school. Requires a conversion charter school to enroll a student if the student's individualized education program prescribes that the charter school provides support for blind, deaf, or hard of hearing students. RELATING TO SCHOLARSHIPS. Allows applicants for the University of Hawaii and students enrolled at a community college campus who graduated from a public high school in the State with a cumulative grade point average of 3.0 and qualified for and received special education services for two or more years during enrollment in grades kindergarten through twelve to be eligible for the Hawaii state scholars program and the Hawaii community college promise program, respectively. Convenes a sustainable aviation fuel task force within the Hawaii state energy office to develop a state action plan to reduce the greenhouse gas intensity of international air transportation from Hawaii. RELATING TO CARBON OFFSETS. Establishes procedures for the department of transportation, in consultation with the office of planning, to assist and enable a person to voluntarily purchase a verified carbon offset for carbon dioxide emissions resulting from the person's air travel to or from an airport in the State. RELATING TO THE UNDERGROUND CONSTRUCTION OF HIGH-VOLTAGE ELECTRIC TRANSMISSION LINES. Eliminates the requirement for a public utility to seek approval from the public utilities commission for the underground construction of high-voltage electric transmission lines if certain conditions are met. RELATING TO ENERGY. Requires the Hawaii state energy office, in consultation with the department of health, to conduct a comprehensive study to determine best practices for disposal and recycling of discarded clean energy products in the State. RELATING TO ENERGY EFFICIENCY. Allows for the installation of certain energy-efficient technologies on any privately owned single-family residential dwelling or townhouse, with limited restrictions. Requires private entities to review, and if necessary, change rules to allow for the placement of those technologies. Effective 7/1/2050. (HD2)

RELATING TO ELECTRIC VEHICLES. Authorizes each county to adopt ordinances to enforce section 291-71, HRS, including the establishment of penalties for failure to comply with its requirements or maintain electric vehicle charging stations in working order. Clarifies that certain enforcement officers may enter private property to enforce electric vehicle parking space violations. Requires new electric vehicle charging systems installed pursuant to the electric vehicle charging system requirement to be at least Level 2 and network-capable. Increases the number of required parking spots for electric vehicles from one space to five spaces. Effective 7/1/2050. (HD1)

RELATING TO SUSTAINABILITY. Establishes the environmental advisory council. Transfers the rights, powers, employees, appropriations, and other personal property from the office of environmental quality control to the office of planning. Amends the ability for an applicant to appeal nonacceptance of an environmental impact statement from the environmental council to the environmental advisory council. Effective 7/1/2050. (HD1)

RELATING TO LAND USE. Reorganizes and integrates the land use commission within a modified office of planning, which is renamed as the office of planning and sustainable development. RELATING TO THE STATE PLAN. Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, and transit projects in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds a definition of "green infrastructure". Requires the office of planning, in partnership with the greenhouse gas sequestration task force, to submit a report to the legislature making recommendations for implementing green infrastructure objectives, policies, and priority guidelines. RELATING TO PROCUREMENT. Requires purchasing agencies to make a written determination that the amount of a contracting action for purchases of health and human services is fair and reasonable. Amends the selection process and composition of the procurement policy board. Amends the circumstances for when treatment services may be purchased and the procedure to purchase such services. Increases the small purchase threshold. Repeals the establishment of the community council on purchase of health and human services. Effective 7/1/2112. (HD1)

RELATING TO PROCUREMENT OF CONTRACTS FOR VEHICLE RENTAL. Requires all agencies of the State, when renting a vehicle on behalf of a state employee conducting official government business, to adopt a preference for renting electric vehicles or hybrid vehicles; provided that such a vehicle is suitable for the specific travel requirements and available when needed. RELATING TO TRANSIENT ACCOMMODATIONS TAX. Amends chapter 237D, HRS, to repeal the misdemeanor criminal penalty for failing to register under that chapter and replace it with a fine structure. Applies personal liability provision under general excise tax law to transient accommodations tax. Makes various technical amendments to chapter 237D, HRS. Effective 7/1/2050. (HD2)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
