RELATING TO SPECIAL LICENSE PLATES FOR NATURAL RESOURCES. Authorizes the issuance of special license plates for recognition and protection of the State's natural resources. (HD1)

RELATING TO THE NATURAL ENERGY LABORATORY OF HAWAII AUTHORITY. Transfers to the natural energy laboratory of Hawaii authority operational authority over the makai research pier located at the southeast corner of Oahu. Authorizes the director of finance to issue general obligation bonds for the natural energy laboratory of Hawaii authority to repair and upgrade the makai research pier. Effective 1/1/2050. (HD2)

Requires the department of land and natural resources, in collaboration with the county of Hawaii, to conduct site surveys to identify the most suitable locations for black cinder cone quarries on the island of Hawaii. RELATING TO STATE FUNDS. Temporarily reallocates conveyance tax revenues for purposes of paying the principal and interest of general obligation bonds. RELATING TO LAND RECORDATION. Amends the data requirements for land recordation by the bureau of conveyances, on land other than fee simple time share interests deregistered by the land court, to include a map and description prepared by a licensed professional surveyor. Effective 7/1/3021. (HD1)

RELATING TO SEA LEVEL RISE ADAPTATION. Requires each executive branch department to: identify existing and planned facilities that are vulnerable to sea level rise, flooding impacts, and natural hazards; assess options for mitigation impacts of sea level rise to existing and planned facilities; establish staff level points of contact to improve interagency coordination for sea level rise adaptation, flooding, and resilience; and submit annual reports to the governor, legislature, and Hawaii climate change mitigation and adaptation commission. RELATING TO THE TAKING OF MARINE LIFE. Clarifies that a valid commercial marine vessel license shall satisfy the commercial marine license requirement for all persons taking marine life for commercial purposes aboard a validly licensed vessel. Requires any person who provides fishing charter services to obtain a commercial marine license. Effective 1/1/2050. (HD1)

RELATING TO OCEAN STEWARDSHIP. Establishes the ocean stewardship special fund and ocean stewardship user fee for the collection and use of moneys for the conservation, restoration, and enhancement of the State's marine resources. Delays collection of the ocean stewardship user fee until 1/1/2024. Effective 1/1/2050. (HD1)

RELATING TO WILDLIFE. Requires all habitat conservation plans to include an agreement for plan participants to enter into and maintain an annual service contract with a stand-by and response facility available to provide emergency medical and rehabilitation services to native wildlife affected by activities undertaken within the plan area.

RELATING TO THE STADIUM DEVELOPMENT DISTRICT. Establishes the stadium development district special fund. Revises the general development guidance policies for the stadium development district and clarifies the respective roles the stadium authority and Hawaii community development authority in the development of the stadium development district. Broadens the powers and duties of the stadium authority, including authorizing the stadium authority to acquire and hold title to real property. Exempts land to which the stadium authority holds title from the definition of "public lands." Authorizes the Hawaii community development authority, with approval from the governor, to delegate to other state agencies implementation of capital improvement projects, under certain conditions. Adds two members to the stadium authority. Amends the general bond authorization made by Act 268, Session Laws of Hawaii 2019. Makes the financial disclosures of members of the stadium authority public records. Effective 1/1/2050. (HD1)

RELATING TO DEVELOPMENT DISTRICTS. Establishes the Pulehunui community development authority as an autonomous community development authority under the Hawaii community development authority for the purposes of developing the Pulehunui community development district. Authorizes the Hawaii community development authority to obtain various forms of federal funding for construction, maintenance, and development projects in the Pulehunui community development district. Effective 1/1/2050. (HD1)

RELATING TO PUBLIC LANDS. Authorizes the designation of areas or regions of public lands classified as commercial, industrial, resort and hotel, and the establishment and implementation of guidelines for the redevelopment of the areas or regions that will: (1) modernize the policies for the management of public lands in the designated area; (2) establish a plan for the designated area, including district-wide improvements, that is coordinated with state and county land use and planning policies; and (3) implement asset and property management concepts that can optimize income from the properties and evolve in response to changing principles of property administration. Designates the public lands on the Waiakea peninsula on the island of Hawaii as the Waiakea peninsula redevelopment district. Allows the department of land and natural resources to issue a rent reduction or waiver for certain lessee's expenses for demolition or provision of basic infrastructure. Authorizes a local redevelopment agency to contract with a developer for construction of non-residential projects on public land within a redevelopment area. Exempts the costs of construction of work or improvements of a redevelopment project from general excise and use taxes. Effective 1/1/2050. (HD1)

RELATING TO LEASE EXTENSIONS ON PUBLIC LAND. Authorizes the Board of Land and Natural Resources to extend certain leases of public lands for commercial, industrial, resort, mixed-use, or government use upon approval of a proposed development agreement to make substantial improvements to the existing improvements. Effective 1/1/2050. (HD2)

RELATING TO THE TRANSFER OF NON-AGRICULTURAL PARK LANDS. Establishes a mechanism for the transfer of certain non‑agricultural park lands from the DLNR to the DOA pursuant to Act 90, SLH 2003, and chapter 166E, HRS. Effective 1/1/2050. (HD1)

RELATING TO CLIMATE CHANGE MITIGATION. Assesses a climate change mitigation impact fee on every customer who rents, leases, or utilizes a rental motor vehicle. Establishes the climate change mitigation special fund. Specifies that the impact fees collected shall be deposited to the credit of the general fund; provided that beginning July 1, 2024, the impact fees shall be deposited to the credit of the climate change mitigation special fund. Effective 7/1/2050. (HD1)

RELATING TO THE ENVIRONMENT. Establishes clean ground transportation goals for state agencies on a staggered basis until achieving a one hundred per cent light-duty motor vehicle clean fleet by 12/31/2035. Requires all agencies purchasing or leasing medium- and heavy-duty motor vehicles to seek vehicles that reduce dependence on petroleum-based fuels that meet the needs of the agency, where feasible and cost-effective. Requires state and county agencies to purchase building materials for the project that reduce the carbon footprint of the project whenever feasible and cost‑effective. Effective 7/1/2050. (HD1)

RELATING TO ENERGY. Requires the public utilities commission to determine whether analysis of the effect of the State's reliance on fossil fuels is necessary for proceedings involving water, wastewater, or telecommunications providers on an individual basis. Provides that the analysis is not required for an electric or a gas utility's routine system replacements or determinations that do not pertain to capital improvements or operations. Effective 7/1/2050. (HD2)

RELATING TO RENEWABLE ENERGY. Prohibits the use of fossil fuels for electricity generation or storage after 12/31/2045. Prohibits the Public Utilities Commission from approving cost recovery of any application or proposal for generation or storage facilities that use fossil fuels, with certain exceptions. Exempts emergency generators. Effective 7/1/2050. (HD2)

RELATING TO ENERGY. Establishes a surcharge on the sale of high-end gasoline-powered vehicles to fund the installation of electric vehicle charging systems. Establishes an electric vehicle charging system subaccount within the public utilities commission special fund. Sunsets 6/30/2030. Effective 7/1/2050. (HD2)

RELATING TO CLEAN ENERGY FINANCING. Creates the clean energy and energy efficiency revolving loan fund in the Hawaii green infrastructure special fund to be administered by the Hawaii green infrastructure authority. Amends and expands the purpose of the $50,000,000 revolving sub-fund for state agencies and also includes the electrification of fleet vehicles. Repeals the building energy efficiency revolving loan fund. Appropriates loan ceiling. Effective 7/1/2050. (HD1)

RELATING TO ENERGY EFFICIENCY. Authorizes the Chief Energy Officer of the Hawaii State Energy Office to adopt rules to enforce minimum efficiency standards for certain products and establish or amend appliance efficiency standards in certain situations. Regulates the appliance efficiency standards for portable electric spas. Effective 7/1/2050. (HD2)

RELATING TO ENERGY EFFICIENCY. Requires and establishes deadlines for state facilities, except smaller facilities and facilities at Aloha Stadium, to implement cost-effective energy efficiency measures. Directs the Hawaii state energy office to collect utility bill and energy usage data for state-owned buildings and to make the data publicly available. Establishes a goal for the State to achieve at least a twenty-five percent reduction in the electricity consumption of state facilities. Provides that certain agencies that perform energy efficiency retrofitting may continue to receive appropriations for energy expenditures. Beginning 7/1/2022, requires, where feasible and cost-effective, the design of all new state building construction to maximize energy and water efficiency, maximize energy generation potential, and use building materials that reduce the carbon footprint of the project. Effective 7/1/2050. (HD2)

RELATING TO TRAVEL. Exempts any person from the post-arrival mandatory self‑quarantine if the person receives a negative test result prior to arrival. Allows the governor to establish statewide conditions for exemption. Requires certain COVID-19 tests for travelers who do not have a test result upon arrival to avoid mandatory self-quarantine. Requires any person who does not obtain a negative test result for COVID-19 pre-arrival to be responsible for all costs associated with that person's mandatory self-quarantine. Prohibits the suspension of this Act except by legislative approval via a concurrent resolution. Repeals on 12/31/2021. Effective 7/1/2050. (HD2)

RELATING TO FIREARMS. Amends the class C felony offense of manufacturing, purchasing, or obtaining firearm parts to assemble a firearm having no serial number to also prohibit possession of those firearm parts. Amends Act 74, Session Laws of Hawaii 2020, to repeal language that specified the prospective application of that Act. Effective 1/1/2022. (HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
