RELATING TO THE ENVIRONMENT.

Establishes clean ground transportation goals for state agencies on a staggered basis until achieving a one hundred per cent light-duty motor vehicle clean fleet by 12/31/2035.  Requires all agencies purchasing or leasing medium- and heavy-duty motor vehicles to seek vehicles that reduce dependence on petroleum-based fuels that meet the needs of the agency, where feasible and cost-effective.  Requires state and county agencies to purchase building materials for the project that reduce the carbon footprint of the project whenever feasible and cost‑effective.  Effective 7/1/2050.  (HD1)

RELATING TO SUSTAINABLE AVIATION FUEL.

Establishes the sustainable aviation fuel program to provide matching grants to any small business in Hawaii that is developing products related to sustainable aviation fuel or greenhouse gas reduction from commercial aviation operations.  Effective 7/1/2050.  (HD2)

RELATING TO ENERGY.

Establishes a surcharge on the sale of high-end gasoline-powered vehicles to fund the installation of electric vehicle charging systems.  Establishes an electric vehicle charging system subaccount within the public utilities commission special fund.  Sunsets 6/30/2030.  Effective 7/1/2050.  (HD2)
