RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST LE JARDIN ACADEMY, INC. Authorizes the issuance of special purpose revenue bonds to assist Le Jardin Academy, Inc., in planning, designing, constructing, reconstructing, renovating, acquiring, equipping, and improving educational facilities.

RELATING TO THE HAWAII SCHOOL FOR THE DEAF AND BLIND. Requires the department of education to develop a plan to transition the Hawaii School for the Deaf and Blind to a conversion charter school.

RELATING TO SCHOOL FOOD PROGRAMS. Requires the department of education conduct a comprehensive cost analysis of the department's food services and student meals programs to, in part, increase the use of locally grown agricultural products. Requires a report to the legislature.

RELATING TO FARM TO SCHOOL PROCUREMENT. Requires the department of education to establish rules for the procurement of goods and services related to the administration of food programs at public schools that incorporate a geographic preference for unprocessed locally grown and locally raised food products. Effective 7/1/2050. (HD1)

RELATING TO THE FARM TO SCHOOL PROGRAM. Moves the Hawaii farm to school program from the department of agriculture to the department of education. Establishes a programmatic goal for the department of education that at least thirty per cent of food served in public schools shall consist of locally sourced products by 2030. Creates an annual reporting requirement. Effective 7/1/2050. (HD1)

RELATING TO TRAUMA-INFORMED EDUCATION. Requires DOE to establish a three‑year pilot program for the development and implementation of a trauma‑informed education program in the Castle, Kailua, and Kalaheo complex areas, based on the Nanakuli‑Waianae complex area trauma‑informed education programs and report to the legislature. Appropriates funds.

RELATING TO DISASTER RELIEF. Repeals language authorizing the DOE to retain federal disaster relief funds. Amends the major disaster fund to be a special fund. Requires federal disaster relief funds to lapse to the general fund if not expended within five years. Shortens the time for reporting the purpose of any allotment or expenditure of fund moneys. Repeals language requiring unspent funds to be rolled over. Requires annual reports to the legislature on federal disaster relief funds. Effective 7/1/2050. (HD1)

RELATING TO EDUCATION. Appropriates elementary and secondary school emergency relief fund (ESSER funds) moneys received by the State from the CARES Act and CRRS Appropriations Act to offset any budget reductions that are identified or proposed by the department of education and the governor that would result in the reduction of personnel who are subject to a collective bargaining agreement pursuant to chapter 89, HRS, and who are employed at the school level, including any budget reduction that results in a layoff, furlough, or pay reduction. Requires the board of education and superintendent of education to certify in writing that the board of education, superintendent, and department of education agree to the conditions established by the Act, including that the funds appropriated shall be used only for salaries and wages of officers and employees who are subject to a collective bargaining agreement and are employed at the school level. Provides that moneys from the appropriation shall lapse at the end of the fiscal biennium. (HD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
