RELATING TO EDUCATION.

Requires the department of education's existing Free Application for Federal Student Aid (FAFSA) working group to create a state plan to make completion of the FAFSA or an opt-out waiver a statewide graduation requirement by the 2023-2024 school year.  Requires a report to the 2022 Legislature.  Effective 7/1/2050.  (SD1)

RELATING TO EARLY LEARNING.

Establishes an early childhood educator stipend program to be administered by the executive office on early learning to address the shortage of qualified early childhood educators in Hawaii.  Requires stipend fund repayments for the early childhood educator stipend program to be deposited into the early learning special fund.  Effective 7/1/2050.  (SD2)

Requires authorizers to provide to each charter schools it oversees a list of approved independent auditors.

Requires the committee on weights to submit a report to the legislature detailing any changes to the funding formula within 30 days of the final report.  Effective 7/1/2050.  (SD2)

Requires that the board of education prioritize for the superintendent of education position candidates that have the minimum qualification of ten years of employment in a department of education with at least five of those years serving in the capacity as a principal or higher and a desired qualification for a candidate is having a working understanding of the State's tri-level system of educational administration.  (SD2)

RELATING TO EDUCATION.

Requires the State board for career and technical education to oversee and review annually statewide data collection processes and reporting requirements related to the student attainment of industry-recognized credentials.  Requires certain agencies to collect and report disaggregated data on students' attainment of industry-recognized credentials.  Requires certain agencies to pursue data-sharing agreements with credentialing entities.  Requires an annual report to the governor and legislature.  (SD1)

Requires each school's academic and financial plan to include a clear accounting of all resources that will be allocated to address and achieve each measurable outcome, the school's priority improvement strategies and measures to determine progress, and certain assessment scores.  Requires the department of education to submit an annual report on the school academic and financial plans to the board of education and the legislature.  (SD2)

Beginning with the 2021-2022 school year, requires the department of education to include the teaching of financial literacy in the personal/transition plan requirement for each student.

RELATING TO A SCHOOL SUPPLY SUBSIDY PILOT PROGRAM.

Establishes and makes an appropriation for a 1-year school supply subsidy pilot program at Naalehu elementary school.  Takes effect 7/1/2050.  Sunsets 1/1/2023.  (SD2)

Status

RELATING TO TEACHER RENTAL HOUSING.

Authorizes the Hawaii Public Housing Authority and Hawaii Housing Finance and Development Corporation to provide rental housing projects for teachers employed by the Department of Education and public charter schools.  Appropriates funds for the Hawaii Public Housing Authority.  Appropriates funds for deposit into the dwelling unit revolving fund.  Requires the Department of Education to lease land and contract with private entities for the development, management, maintenance, or revitalization of teacher housing.  Permits a project owner to lease teacher housing to other eligible tenants if occupancy of teacher housing is less than 95 per cent of total units in a project.  Effective 7/1/2050.  (SD1)

URGING THE DEPARTMENT OF EDUCATION TO REQUEST A FEDERAL WAIVER FROM STANDARDIZED TESTING REQUIREMENTS FOR THE 2020-2021 SCHOOL YEAR.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.


Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
