Status

RELATING TO A JOB CORPS PROGRAM.

Establishes a state job corps program within the department of business, economic development, and tourism to help address unemployment impacts of the COVID-19 pandemic and support economic diversification.  Appropriates funds for this purpose.

RELATING TO THE HAWAII FILM AND CREATIVE INDUSTRIES DEVELOPMENT SPECIAL FUND.

Makes an appropriation out of the Hawaii Film and Creative Industries Development special fund.  Amends the Hawaii Film and Creative Industries Development special fund to expand its funding sources and the authorized uses of the fund.

Status

RELATING TO TAXATION.

Exempts the sale of precious metal bullion from the general excise tax.

RELATING TO TAX CREDITS.

Requires the Department of Business, Economic Development, and Tourism to make a public disclosure identifying the names of the taxpayers who are receiving certain tax credits and the total amount of tax credit received for specific economic activities.

RELATING TO STATE GOVERNMENT.

Abolishes the office of aerospace development, aerospace advisory committee, and the Hawaii unmanned aerial systems test site advisory board.

RELATING TO TAXATION.

Eliminates the home mortgage interest deduction for second homes under Hawaii income tax law.  Requires the amount of state revenue gained by eliminating the deduction to be deposited into the rental housing revolving fund.

Status

RELATING TO TAX CREDIT FOR RESEARCH ACTIVITIES.

Consolidates the survey and the certification requirements for the research activities tax credit, requires the certification on a first come, first served basis by date subject to certain conditions, and adds a cap for the taxpayer and related entities.

Status

RELATING TO NON-GENERAL FUNDS.

Repeals, abolishes, or reclassifies various non-general funds of the Department of Business, Economic Development, and Tourism.

Status

RELATING TO ALCOHOL.

Expands the definition of "beer" to specify an alcohol by volume of no less than 0.5 percent and to include alcoholic seltzer beverages.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair is instituting a 2 mintue time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, remote testitfiers' written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

The House will not be responsible for bad connections on the testifier's end.
