RELATING TO MEDIA. Requires the department of business, economic development, and tourism to fix the payment of royalties to the State for the filming of scenic shots of iconic locations in the State that are subsequently featured in media for production purposes.

RELATING TO TAXATION. Amends the motion picture, digital media, and film production income tax credit by: (1) Reducing the cap amount and aggregate cap amount of the credit; (2) Establishing a maximum amount of above-the-line costs that may be used to claim the credit; (3) Reducing the minimum amount of qualified productions costs needed to claim the credit; (4) Requiring qualified production costs to be incurred through a qualified vendor; (5) Requiring at least 75% of a qualified production to be filmed in the State if the taxpayer claims a credit in excess of $5,000,000 in a single taxable year; and (6) Requiring that the State receive a percentage of the worldwide gross revenues of a qualified production if the taxpayer claims credits in excess of $15,000,000 in 2 taxable years. Defines "above-the-line costs" and "qualified vendor". Extends the repeal date of the tax credit from 1/1/2026 to 1/1/2033.

RELATING TO BROADBAND. Establishes the Hawaii broadband office within Hawaii technology development corporation. Establishes the position of state broadband strategy officer. Renames the broadband assistance advisory council as the broadband advisory council and amends its purpose and membership. Requires the chief executive officer of the Hawaii technology development corporation to convene and chair the broadband advisory council. Appropriates funds.

RELATING TO BROADBAND SERVICE INFRASTRUCTURE. Establishes the broadband infrastructure grant program to award grants to applicants to extend deployment of infrastructure used to provide broadband service to unserved areas of the State. Amends the Hawaii technology loan revolving fund to change it to the Hawaii broadband infrastructure fund, including the types of funds deposited into the fund. Authorizes the issuance of general obligation bonds for the broadband infrastructure grant program.

RELATING TO A BANK OF THE STATE OF HAWAII. Establishes the bank of the State of Hawaii working group to propose legislation to establish a state-operated bank of the State of Hawaii. Appropriates moneys.

RELATING TO INTOXICATING LIQUOR. Allows direct shipment of all forms of liquor, rather than just wine, by certain licensees. Requires the county liquor commissions to adopt rules and regulations.

RELATING TO INCOME TAX CREDITS. Establishes a telework tax credit for employers who allow telework for at least thirty per cent of their employees. Applies to taxable years beginning after 12/31/20.

RELATING TO HOME-BASED BUSINESSES. Prohibits planned community associations and condominium associations from banning home-based businesses, with certain exceptions.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be able to testify. However, all written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
