RELATING TO ENERGY.

Requires the public utilities commission to determine whether analysis of the effect of the State's reliance on fossil fuels is necessary for proceedings involving water, wastewater, or telecommunications providers on an individual basis.  Provides that the analysis is not required for an electric or a gas utility's routine system replacements or determinations that do not pertain to capital improvements or operations.  (SD1)

RELATING TO ADVANCED PRACTICE REGISTERED NURSES.

Authorizes advanced practice registered nurses to order and certify home health care for medicare patients.  Authorizes advanced practice registered nurses to certify whether a person is totally disabled under the state income tax code.  Authorizes advanced practice registered nurses to make capacity determinations.  Adds advanced practice registered nurses as primary providers in advance mental health care directives.  (SD1)

RELATING TO TRANSPORTATION NETWORK COMPANIES.

Establishes requirements and permitting procedures for transportation network companies operating in the State.  Makes permanent insurance requirements for transportation network companies and transportation network drivers.  Effective 7/1/2050.  (SD1)
