Requiring the legislative reference bureau to conduct a study to determine the increase to the homestead exemption in bankruptcy proceedings.  Effective 12/1/2050.  (HD1)

RELATING TO LOW-INCOME HOUSING TAX CREDIT.

Allows the low-income housing tax credit to be allocated among the partners or members of the partnership or limited liability company earning the credit in any manner agreed to by the partners or members.  Extends the increases made to the low-income housing tax credit from 12/31/2021 to 12/31/2027.  Applies to taxable years beginning after 12/31/2020.  Effective 12/1/2050.  (HD1)

RELATING TO THE PUBLIC HOUSING AUTHORITY.

Allows HPHA to build non-subsidized housing.  Excludes amounts required to be set aside or transferred pursuant to the Admission Act of 1959 or sections 1 and 6 of the State Constitution with respect to the net proceeds of sales or leases of HPHA-developed property, from being deposited into the public housing revolving fund.  Requires HPHA to submit certain documentation to the office of Hawaiian affairs regarding government or crown lands set aside or leased to HPHA prior to any plan to redevelop or enter into a public-private partnership for affordable housing development.  Effective 7/1/2050.  (HD1)

RELATING TO BOTTLED WATER.

Repeals the requirement that noncarbonated bottled water be transported, stored, processed, or bottled through lines or equipment through which only water is passed.  Updates the requirement that all bottled water shall meet standards prescribed by the United States Food and Drug Administration rules regarding product quality standards for bottled water.  (SD1)

RELATING TO ELECTRIC VEHICLES.

Part I:  Authorizes each county to adopt ordinances to enforce section 291-71, Hawaii Revised Statutes, including the establishment of penalties for failure to comply with its requirements or make reasonable efforts to maintain electric vehicle charging stations in working order.  Clarifies that certain enforcement officers may enter private property to enforce electric vehicle parking space violations.  Requires new electric vehicle charging systems installed pursuant to the electric vehicle charging system requirement to be at least Level 2 and network capable.  Adds electric vehicle charging equipped parking requirement of five stalls per one hundred stalls by 2025.  Part II:  Establishes a subaccount in the public utilities commission special fund for the electric vehicle charging system rebate program.  Reallocates a portion of the environmental response, energy, and food security tax to be deposited into the subaccount.  Part III:  Appropriates funds out of the energy security special fund for the electric vehicle charging system rebate program.  Effective 7/1/2050.  (HD1)

RELATING TO STATE LIGHT DUTY VEHICLES.

Part I:  Establishes clean ground transportation goals for state agencies to achieve a one hundred per cent light-duty motor vehicles zero-emission fleet by December 31, 2035.  Part II:  Authorizes the department of accounting and general services to approve state fleet acquisitions, including zero emission vehicle requirements for light-duty passenger cars and light-duty multipurpose passenger vehicles and trucks and allowance for exemptions.  Part III:  Requires state and county agencies to purchase building materials for the project that reduce the carbon footprint of the project whenever feasible and cost-effective.  Effective 7/1/2050.  (HD1)

Requires the committee on weights to submit a report to the legislature detailing any changes to the funding formula within thirty days of the final report.  Effective 7/1/2051.  (HD1)

RELATING TO TRANSPORTATION NETWORK COMPANIES.

Establishes requirements and permitting procedures for transportation network companies operating in the State.  Makes permanent insurance requirements for transportation network companies and transportation network drivers.  Effective 7/1/2050.  (SD2)

RELATING TO TAXATION.

Increases the amount of the rental motor vehicle surcharge tax from $5 to $8 for any county with a resident population of more than 125,000, but less than 195,000.  Allocates the increase in surcharge tax revenues to the county's subaccount within the state highway fund.  Effective 1/1/2050.  (SD2)

RELATING TO VEHICLE INSPECTIONS.

Codifies certain certification, renewal, and violation processes of vehicle inspectors who conduct vehicle safety inspections under the department of transportation.  Repeals the requirement for reconstructed vehicles to obtain a special inspection and certification on 1/1/2022 and reenacts the requirement on 7/31/2025.  Requires the department of transportation to submit a report on the effects of the repeal by 7/1/2024.  Effective 7/1/2040.  (HD1)

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS FUND.

Amends the definition of "employee-beneficiary" to include the surviving unmarried adult child of a deceased retired member; provided that the child is incapable of self-support due to a mental or physical incapacity, which existed prior to the unmarried child's reaching the age of majority.  Effective 7/1/2020.  (SD1)

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM.

Extends the hospital sustainability program through 6/30/2024.  Increases the maximum fee for inpatient care services to five and one-half per cent.  Increases the amount of time hospitals have to pay the hospital sustainability fee from thirty days to sixty days.  Increases the pool of medicaid services that can be used for matching purposes.  Appropriates moneys.  Effective 7/1/2060.  (HD1)

RELATING TO BREAST CANCER SCREENING.

Expands coverage of breast cancer screening and imaging to include an annual mammogram for a woman of any age with an above average risk for breast cancer, risk factor screening for women ages thirty or older, and additional supplemental imaging for any woman, regardless of age, as deemed medically necessary by an applicable American College of Radiology guideline.  Requires the auditor to conduct an impact assessment report and make a report to the legislature.  Effective 7/1/2060.  (HD1)

RELATING TO THE OFFICE OF MEDICAL CANNABIS CONTROL AND REGULATION.

Authorizes the department of health to set patient registration fees by administrative rulemaking.  Appropriates moneys from the medical cannabis registry and regulation special fund for positions and operations, including administrative services, of the office of medical cannabis control and regulation.  Requires the office of medical cannabis control and regulation to convene a task force on the effect of legalization of cannabis on qualifying medical cannabis patients.  Effective 7/1/2060.  (HD1)

RELATING TO SPORT FISH.

Requires the division of aquatic resources of the department of land and natural resources to establish a pilot project to restock the Wahiawa public fishing area with northern largemouth bass, butterfly peacock bass, or both.  Effective 1/1/2050.  (HD1)
