RELATING TO ILLEGAL GAMBLING. Includes under the offense of promoting gambling in the first degree the act of hosting activities that advance gambling activity on real property. (SD1)

RELATING TO CONDOMINIUMS. Provides a process for associations to incorporate power of sale language into governing documents. Clarifies the legislative intent that the explicit grant of power of sale to associations is not required for the purposes of enforcing association liens under the association alternate power of sale foreclosure process. RELATING TO TAXATION. Requires certain landlords, lessors, or plaintiffs in a summary possession action to provide a general excise tax license in good standing. Takes effect 5/6/2137. (SD1)

RELATING TO HURRICANE PREPAREDNESS. Establishes the safe home program to provide matching and nonmatching grants for installation of wind resistive devices to owners of single-family, owner-occupied, residential properties in certain circumstances. Creates 1 temporary position within the insurance division of the department of commerce and consumer affairs to implement and administer the safe home program. Effective 7/1/2050. (SD2)

RELATING TO ROOFING CONTRACTORS. Prohibits roofing contractors from offering to pay, in any monetary form, an insured's insurance deductible as an incentive to encourage the insured to hire the contractor. Allows insureds to rescind contracts with roofing contractors within five business days of receiving notification from an insurer that all or any part of a claim or contract is not a covered loss under the insured's insurance policy. RELATING TO MASSAGE THERAPISTS. Beginning July 1, 2024, requires massage therapy licensees to complete twelve hours of continuing education within the two-year period preceding the renewal date, two hours of which shall include first aid, cardiopulmonary resuscitation, or emergency related courses. RELATING TO HUMAN TRAFFICKING. Adds a permanent commercial driver's license disqualification for a commercial driver's license or commercial learner's permit holder who is convicted of a felony involving a severe form of trafficking in persons, without the possibility of reinstatement. (SD1)

RELATING TO PRIVACY. Adds the intentional disclosure or threat of disclosure of certain types of deep fake images or video to the offense of violation of privacy in the first degree. (SD1)

RELATING TO TAX CONFORMITY. Requires the State to conform to those provisions of the Consolidated Appropriations Act, 2021 relating to taxable income and deductible expenses. Effective 7/1/2050. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, remote testitfiers' written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
The House will not be responsible for bad connections on the testifier's end.
